Sub: Grant of Advances – Sixth Pay Commission recommendations – Amendment to Bi-cycle Advance, Warm Clothing Advance and Table Fan Advance rules.
1. Consequent upon introduction of the revised scales of pay based on the recommendations of the Sixth Pay Commission, the Ministry of Finance vide their OM No.12(1)E.II(A)/2008, dated 7th October, 2008 have amended the existing provisions relating to the grant of advances for purchase of Bi-cycle/ Warm Clothing/ Table Fan. Accordingly the existing rules relating to the grant of similar advances to railway servants are hereby amended as per the Advance Correction Slips to the Chapter XI of the Indian Railway Establishment Manual, Volume I, Revised Edition, 1989 enclosed as Annexure.
2. The revised orders will take effect from 07.10.2008. The cases where the advances have already been sanctioned need not be reopened.
3. The advance for purchase of table fan will stand discontinued. The advances for purchase of warm clothing and bicycle granted/ sanctioned after 07.10.2008 shall be treated as interest free advances.
4. The rates of these advances shall be increased by 25% every time dearness allowance on revised pay bands increases by 50%.
5. The other terms and conditions governing the grant of above advances shall remain unchanged.

The following amendments /additions may be carried out in the Chapter XI of IREM Vol.I (Revised Edition -1989).
CYCLE ADVANCE
In clause (1) of Para 1107 relating to the eligibility for Cycle Advance, for the words and figures “who is in receipt of basic pay and dearness pay taken – together does not exceed Rs.7500 (Rupees Seven thousand five hundred) per month”, the words and figures “whose grade pay does not exceed Rs.2800 (Rupees Two thousand eight hundred)”, shall be substituted.
In clause (1) (i) of Para 1107 relating to amount of advance admissible, for the words “shall not exceed Rs.1500 (Rupees one thousand five hundred)”, the words and figures, “shall not exceed Rs.3000 (Rupees Three thousand)”, shall be substituted.
Note:- Since cycle advance is now an interest free advance, Para 1108(6) relating to recovery of interest would not be applicable to cycle advance.

Advance for purchase of warm clothing to Railway servants transferred from the plains to hill station:
In sub clause (i) of Para 1129 relating to the amount of Warm Clothing Advance admissible, for the words “the advance will be interest – bearing and should not exceed Rs.1500 (Rupees one thousand five hundred) in each case”, the words and figures “The advance will be INTEREST FREE and should not exceed Rs.3000 (Rupees Three Thousand) in each case”, shall be substituted.
As this is now an interest free advance, sub-clause (ii) of para 1129 stands deleted.
Accordingly, Sub clauses (iii), (iv), (v), (vi) and (vii) may be renumbered as (ii), (iii), (iv), (v), (vi), respectively. In Sub-clause (iv) now renumbered as (iii), the lines “The amount of the interest will be recovered in an additional installment in the month following the month in which the recovery of the principal is completed. It should be calculated on balances outstanding on the last day of each month”, should be deleted.

Advance to group ‘D’ railway servants for the purchase of table fans:
Since this advance has been discontinued, Para 1131 relating to Advances to Group ‘D’ Railway servants for the purchase of Table Fans should be deleted.
