RBE No. 170/2006: Ex-gratia – To SRPF(C) Retirees

Sub: Grant of enhanced ex-gratia to the surviving State Railway Provident Fund (Contributory) [SRPF(C)] retirees.          

1.     Based on the recommendations of Fifth Central Pay Commission as accepted by the Government, instructions were issued vide Board’s letter No.F(E)III/97/ PN1/Ex.Gr./5, dated 27.01.1988 (RBE No. 19/1998) for grant of  basic ex-gratia at the rate of Rs.600 per month w.e.f. 01.11.1997 to the surviving SRPF(C) beneficiaries who retired between the period from 1st April, 1957 to 31st December, 1985 subject to the condition that such persons should have rendered at least 20 years of continuous service prior to their Superannuation. The SRPF(C) retirees, who have been sanctioned ex-gratia in terms of these instructions, are also entitled to Dearness Ex-gratia and Dearness Relief as per the instructions issued from time to time.

2.     This Ministry has since been receiving representations from the SRPF(C) retirees, who are in receipt of ex-gratia in terms of the above instructions, to enhance the amount of ex-gratia. The matter has also been raised in the DC/JCM meeting by the Staff Side. The matter has now been considered and the President is pleased to enhance the existing amount of ex-gratia of Rs.600 p.m. being paid to the surviving SRPF(C) retirees at the following rates w.e.f. 1st November, 2006:

These beneficiaries shall be entitled to payment of dearness ex-gratia @ 50% of the enhanced basic ex-gratia and dearness relief at the rate of enhanced ex-gratia plus dearness ex-gratia with effect from 1st November, 2006. They shall also be entitled to receive dearness relief at revised rates as and when the rates of dearness relief undergo upward revision.

3.     These instructions shall not be applicable to families of deceased SRPF(C) retirees. The entitlement of families of such deceased SRPF(C) retirees shall continue to be governed by the instructions contained in Board’s letter No.F(E)III/97/PN1/Ex.Gratia/3, dated 31.12.1997 (RBE No. 194/1997), and the related instructions on dearness ex-gratia as also dearness relief issued from time to time.

4.     The head of office or department, which sanctioned existing ex-gratia payment authority, shall prepare revised ex-gratia payment authority at the enhanced rates as in para 2 above suo motu, in lieu of the existing ex-gratia payment authority of Rs.600. As indicated in Board’s letter No.F(E)III/2001/PN1/Ex.Gratia/6, dated 14.02.2001 (RBE No. 34/2001), the names of spouse and dependent children, who may become eligible for ex-gratia on the death of SRPF(C) retirees, shall also be included in the revised  ex-gratia payment authority with further authorization for release of ex-gratia to the spouse @ Rs.605 per month along with dearness ex-gratia and dearness relief on production of certificate of death of SRPF(C) retiree and a certificate to the effect that the spouse has not remarried. The head of office shall send the revised ex-gratia authority to the concerned Accounts Officer. The Accounts Officer, after exercising necessary checks, shall cause the revised ex-gratia payment authority to be issued. The payment of ex-gratia to the dependent children at the rate as applicable to the spouse as and when their turn comes, shall be authorized on receipt of application from them.

5.     Necessary action to issue revised ex-gratia payment authority at the enhanced rates of ex-gratia in terms of these orders may be taken immediately and a report on group-wise number of cases so revised may be sent to Board’s office.
