RBE No. 168/2008: Festival Advance – Eligibility

Sub: Revision of eligibility limit and amount of Festival Advance.

Ref: Board’s letter No.E(LL)2004/FA/1, dated 25.10.2004 (RBE No. 226/2004).

1.     In pursuance of the decision taken by the Government on the Sixth Pay Commission’s recommendations relating to advances, the President has been pleased to decide that non-gazetted employees whose Grade Pay does not exceed Rs.4800 (Four thousand eight hundred only) per month shall be eligible for Festival Advance and the amount of Festival Advance shall be increased from existing Rs.1500 (one thousand five hundred) to Rs.3000 (Three thousand).

2.     The rates of the advance shall be increased by 25% every time dearness allowance on revised pay bands increases by 50%.

3.     These orders are effective from 07.10.2008. However, the cases where the advance has been sanctioned under the existing provisions need not be re-opened.

4.     The other terms and conditions remain unchanged.

5.     Advance Correction Slip No.203 to Para 1125 of the Indian Railway Establishment Manual, Volume-I, (Revised Edition 1989) is also enclosed for necessary action.

This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Page No.141 Chapter XI

Para 1125 – For the words “Basic pay not exceeding Rs.12450 (Rupees Twelve thousand four hundred fifty only) per month, the words “Grade Pay of Rs.4800 (Four thousand eight hundred)” shall be substituted.

Para 1125 (i) Substitute Rs.3000 (Three thousand) in place of Rs.1500 (One thousand five hundred).
