Sub: Grant of financial up-gradation under MACPS to Jr. Cashier promoted from the post of Sr. Shroff – Clarification reg.
1. The issue regarding grant of financial up-gradation under MACPS to Jr. Cashier by not reckoning their appointment/ promotion from Sr. Shroff to Jr. Cashier’s post has been under consideration. Since appointment/ promotion from Sr. Shroff to Jr. Cashier’s post involves promotion from one cadre to another cadre carrying same Grade Pay without benefit of pay fixation, it has now been decided in consultation with Finance Directorate and Establishment Directorate of Railway Board that while regulating MACP benefits to such staff, the appointment from the post of Sr. Shroff to the post of Jr. Cashier should not be construed as promotion and, therefore, may not be reckoned for the purpose of grant of financial up-gradation under MACPS.
2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
3. This disposes of NW Railway’s letter No.AC/CC/Adm/3142/GM-NWREU/18/139, dated 13.07.2018.

Sir we are the staff of cash & pay section of Indian Railway but due to modanigation our section till now a few staff working for that result staff was not to moved jointly any movement . In our pay commission pay structure 4200 Gr pay (SR. CASHIER) not to up gated after completed 10 years service for MACP ground, but previously it was fulfilled proper benefit as per 6th pc pay structure. As per that matter may be forwarded to Director/ Pay Commission/ Railway Board . In that MACP cases SUPREME COURT always told it was a financial up gradation after completed of 10 years successful service. so please move for that matter forwarded to DIRECTOR OF PAY COMMISSION / RAILWAY BOARD for consideration. And a suitable correction GP- 4200 ( L6 OF 7th CPC) TO GP-4600 (L7 OF 7 th CPC).
