RBE No. 156/2008: Training Allowance

Sub:     Implementation of recommendations of Sixth Central Pay Commission – Revision of rate of Training Allowance and Sumptuary Allowance to the faculty members of various Training Centres.

Ref: Board’s letters No. (i) E(MPP)/98/13/L, dated 01.05.1998 (RBE No.78/1998), (ii) E(MPP)2002/13/3, dated 24.01.2003 (RBE No.21/2003), (iii) E(MPP)/91/13/7, dated 12.03.2001 (RBE No.50/2001).

1.     Consequent upon acceptance of the recommendations of the VIth Pay commission, it has been decided that:

(a)   Training allowance be raised to 30% of the basic pay* in the revised scales of pay for trainers working as faculty members, other than permanent faculty, in the Centralized Training Institutes for Group ‘A’ officers;

(b)   Separate deputation allowance will not be payable to the trainers in receipt of Training Allowance;

(c)    Training Allowance will continue to be drawn for the period the trainer is on study or tour related to training activities;

(d)   Sumptuary Allowance be raised to Rs.3500 per month for the Director or Head of Centralized Training Institutes for Group ‘A’ Officers;

(e)   Sumptuary Allowance henceforth be extended to Course Directors and Counselors at the rate of Rs.2500 and Rs.2000 per month respectively;

(f)    The other conditions attached to the Training Allowance and Sumptuary Allowance remain the same;

(g)   These orders shall take effect from 1st September, 2008.

2.     This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

* ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not include any other type of pay like special Pay etc.
