RBE No. 144/2006: Promotion – Group ‘C’ to Group ‘B’

Sub: Promotion from Group ‘C’ to Group ‘B’-conditions of eligibility reg.

1.     In the last PNM Meeting with NFIR, the question of applicability of the provision contained in para 203.2 of IREM to LDCEs for promotion from Group ‘C’ to Group ‘B’ posts was discussed.

2.     Board desires to clarify that the provisions of chapter II of Indian Railway Establishment Manual, Vol.I (including para 203.2), are applicable only to 70% selections and not to 30% LDCE. The scheme of LDCE is governed by the provisions in the relevant Recruitment Rules and administrative instructions issued on the subject from time to time, as brought out in para 202.1 of IREM incorporated under Advance Correction Slip No. 28.

3.     It is further clarified that para 203.2 of IREM Vol.I, under which in case a junior employee is considered for selection by virtue of his satisfying the relevant minimum service conditions, all persons senior to him shall be held to be eligible, is relevant only for 70% selections which has a fixed Zone of consideration based on seniority. LDCE is open to all eligible candidates irrespective of their relative seniority. Wherever the provision relating to LDCE has been incorporated in the Recruitment Rules, the aforesaid provision has been made as a ‘Note’ under 70% selection only.
