Sub: Washing Allowance – Recommendations of the Sixth Central Pay Commission – Revision of rates.
1.Consequent upon the decisions taken by the Government on the recommendations of the Sixth Central Pay Commission relating to the grant of Washing Allowance, in partial modification of Board’s letter No.F(E)I/2000/AL-29/2, dated 09.02.2001 (RBE No. 29/2001) read with Board’s letter No.F(E)I/2002/AL-29/1, dated 18.09.2002 (RBE No. 158/2002) and No.F(E)I/2001/AL-29/2, dated 05/12.05.2003 (RBE No. 76/2003), the President is pleased to revise the rate of Washing Allowance from Rs.30 to Rs.60 per month to Gr. ‘C’ & ‘D’ Railway employees who have been supplied with uniforms as per Annexure enclosed.
2. The rate of this allowance will be increased by 25% whenever the Dearness Allowance payable on the revised pay scales goes up by 50%.
3. The other terms and conditions for the grant of this allowance will remain unchanged.
4. These orders will be effective from 1st September, 2008.

Annexure
Washing Allowance
The following categories of Group ‘D’ Staff and the Staff Car Drivers (Group ‘C’) are eligible for the payment of Washing Allowance in terms of Rule 1422- R-II (2005 Edn):-
(i) Such of Class IV Railways servants in schools as are provided with uniforms.
(ii) Class IV Railways servants in hospitals and dispensaries, such as X-ray attendants, Laboratory Attendants, hospital peons, Ayahs, Sweepers and Stretcher Bearers.
(iii) Drivers of Staff Cars.
(iv) Lift Attendants (Lift- Men)
(v) All non-gazetted staff of RPF/RPSF
(vi) Group ‘D’ staff/ Peons/ Motor Drivers including casual labour employed as such, working in Headquarters/ Administrative Offices/ or personally attached to the DEN-IC of the construction Units/ Projects.
(vii) Ambulance Car Drivers.
(viii) Air Conditioned Coach Attendants.
(ix) Waiting/ Retiring Room Attendants/ Ayahs.
(x) Station Lift Attendants.
(xi) First Class Coach Attendants.
(xii) Group ‘D’ staff working in Catering Units either at stations or in Running Trains.
(xiii) Safaiwalas working in Railway Stations engaged in sweeping/ cleaning platforms/ station buildings.
(xiv) Group ‘D’ staff in the statutory/ non-statutory Railway canteens (Granted on the judgment of CAT) :
(a) Bearers
(b) Halwais, Asst. Halwais, Cooks & Tea/ Coffee Makers
(c) Dish Cleaners
(d) Sweepers
