RBE No. 13/2008: Educational qualification – In Civil Engineering Department

Sub: Educational qualification for recruitment to Group ‘C’ posts in Civil Engineering Department on the Railways.

Ref: Letter No.E(NG)-II/2001/RR-1/6, dated 18.05.2001  (RBE No. 97/2001).

The issue of review of prescribed educational qualification for direct recruitment to supervisory post of Junior Engineer, Gr-II (Rs.5000-8000) and Section Engineer (Rs.6500-10500) in Civil Engineering Department has been under examination of Ministry of Railways (Railway Board).

This review was necessitated owing to demand raised in meeting with Chairmen, Railway Recruitment Boards held in June 2007 wherein several Railway Recruitment Boards stated that pure Civil/ Mechanical Engineering as a subject is rarely chosen by students in a Degree or Diploma course now-a-days. These days preference is given by students for specialized courses like Construction/ Structural/ Production/ Instrumentation Engineering etc. As only Degree/ Diploma in Civil/ Mechanical Engineering are accepted as qualification for the posts of Section Engineer and Junior Engineer, Grade II respectively in Civil Engineering Department on the Railways, it results in rejection of large number of applications and Railways do not get appropriate number of candidates from open market.

In consultation with Civil Engineering Directorate of this Ministry, it has now been decided by the Board that henceforth direct recruitment qualification for the following posts in Civil Engineering department on the Railways will be as under:-

Diploma in Civil Engineering/ Civil Engineering (Transportation) Note: Indenting Railway shall have the discretion to specify the number of candidates required from each discipline, subject to a rider that at least 50% of the intake shall be from Civil Engineering alone. All candidates selected will be borne on the common cadre.
(ii)	SE (P.Way) (Erstwhile PWI, Gr-I) Rs.6500-10500	Degree in Civil Engineering	No change
(iii)	JE-II/Works (Erstwhile IOW, Gr-III) Rs.5000-8000	Diploma in Civil Engineering	Diploma in Civil Engg./ Civil Engineering (Construction Technology)/ Civil Engineering (Public Health)/ Civil Engineering (Water Resources)/ Civil Engineering (Transportation). Note: Indenting Railway shall have the discretion to specify the number of candidates required from each discipline, subject to a rider that at least 50% of the intake shall be from Civil Engineering alone. All candidates selected will be borne on the common cadre.
(iv)	SE (Works) (Erstwhile IOW, Gr-I) Rs.6500-10500	Degree in Civil Engineering	No change.
(v)	JE-II (Bridge) (Erstwhile BRI, Gr-III) Rs.5000-8000	Diploma in Civil or Mechanical Engineering. Note: The Railway while placing indent may specify how many candidates with Diploma in Civil Engineering and how many with Mechanical Engineering are required. After   recruitment both these groups will continue to be borne on a common cadre.	Diploma in Civil or Civil Engineering (Construction Technology).  Note: Indenting Railway shall have the discretion to specify the number of candidates required from each discipline, subject to a rider that at least 50% of the intake shall be from Civil Engineering alone. All candidates selected will be borne on the common cadre.
(vi)	SE (Bridge) (Erstwhile BRI Gr-I) Rs.6500-10500	Degree in Civil Engineering	No Change.

These instructions will be effective from the date of its issue and ongoing recruitments for the above said categories where notification has been published will be governed by past instructions on the subject.

Advance Correction Slip (ACS) to Indian Railway Establishment Manual, Volume-I (1989 edition) will follow.
