RBE No.127/2006: Cadre – Re-classification

Sub: Re-classification of posts in the merger cadre of ASM/TI/AYM in the pay scale of Rs.7450-11500.     

1. In terms of this Ministry’s letters No.PC-III/80/UPG/19, dated 29.07.1983 and No.E(NG)I-86/PM1/11, dated 05.02.1987 (RBE No. 20/1987) the posts of Yard Masters, ASMs/ SMs and Transportation Inspectors in various grades are classified as under:

1.1   It has also been indicated in letter dated 05.02.1987, ibid, that wherever the cadre of T.Is is combined with that of SMs, the classification as for SMs category will apply in the combined cadre.

1.2   However, in terms of instructions contained in this Ministry’s letter No.PC-III/2003/CRC/6, dated 09.10.2003 (RBE No. 177/2003) the cadres of SMs/ ASMs, Yard Masters and Traffic Inspectors have since been merged in to one unified cadre of SMs with the stipulation that recruitment and promotion pattern as prescribed for the category of SMs/ ASMs should be followed in the unified cadre.

2.     The question of change of classification of post of Station Superintendent in the pay scale of Rs.7450-11500 in the unified cadre from ‘Selection’ to ‘Non-Selection’ has been under consideration of this Ministry as a result of demand in this regard raised by All India Railwaymen’s Federation and reference received from North-East Frontier Railway. It has now been decided that the post of Station Superintendent in the pay scale of Rs.7450-11500 in the unified cadre should be classified as ‘Non-Selection’ instead of ‘Selection’ earlier.

3.     The revised classification will have prospective effect. Accordingly un-operated portion of a panel, if any, and current on the date of issue of this letter will be allowed to be operated/ exhausted in terms of the existing classification. However, if any selection is in hand the same may not be processed further.
