RBE No. 127/2005: Appointment on compassionate Grounds – Backlog – holding of Adalats

Sub: Appointment on Compassionate Grounds – Special drive to clear the backlog and holding of “Adalats for pending compassionate appointment cases”.
1. Hon’ble Minister for Railways in a recent meeting has expressed his concern over the large number of pending compassionate ground appointment cases as also the large number of representations being received Railway Board’s office from different quarters regarding the delay taking place in finalization of such cases on the Zonal Railways. It has also been observed that in many cases wherein compassionate ground appointments could have been easily considered as per extant rules, the same was not given for years together resulting in such references being made and dealt at the Railway Board’s level. In Board’s letter of even number dated 30.07.2002 (RBE No. 126/2002), Railways have already been advised that the compassionate ground cases should be monitored by Sr.DPO at the Divisional level and the CPO at the Headquarter’s level. There is, however, an urgent need to give far more focused attention in resolving such pending/ current cases with a speed, to alleviate the suffering of such families.
2. Hon’ble Minister for Railways have stressed upon the need for personal attention to be paid by the General Manager for timely and expeditious disposal of such cases. It has, therefore, been decided to launch a “Special Drive to clear the backlog CG appointment cases” so as to ensure that all such cases are finalized latest by 15th September, 2005. The position of pending cases as on 01.08.2005 should be sent immediately to this office. A progress report should be sent there after every fortnight.
3. It has also been decided that on the same lines as “Pension Adalat”, the Railways/ PUs should hold “Adalat for Pending Compassionate Appointment Cases”. This Adalat that should be held by ADRM & Sr.DPO at the Division level and AGM & CPO at the Headquarters level for pending compassionate ground appointment cases. To start with, this Adalat may be held on 10th November, 2005. Necessary publicity to this Adalat may also be given through Newspapers and official notices. Needless to say an effort should be made to consider such cases with more compassion, keeping in view the financial status of the ex-employee as also his dependencies.
