Sub: Special (Duty) Allowance for Railway Employees serving in the North Eastern Region – Recommendations of Sixth Central Pay Commission.
1. Special (Duty) Allowance is admissible @ 12.5% of the basic pay as prescribed in Para 2.1 of Board’s letter No.PC.V/98/1/7/5, dated 05.01.1999 (RBE No. 02/1999), to those employees who have ‘All India Transfer Liability’ and are drafted to serve in the NE Region of NF Railway on tenure basis. Consequent upon the decision taken by the Government on the recommendations of Sixth Central Pay Commission, the President is now pleased to decide in partial modification of Board’s letter No.PC-V/98/1/7/5, dated 05.01.1999 (RBE No. 02/1999) that Special (Duty) Allowance shall be admissible to the Railway employees including All India Service Officers @ 12.5% of the revised Basic Pay + NPA (where applicable) irrespective of whether the transfer (including on initial appointment) is from outside the North Eastern Region or from another area of that Region. The existing condition that employees should have All India Transfer Liability has also been dispensed with.
2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not include any other type of pay like special pay etc. In the case of Railway employees in the pay scales of HAG+ and above, the basic pay means the pay in the prescribed scale.
3. In respect of those employees who opt to retain their pre-revised scales of pay, the pay for the purpose of these orders shall also include, in addition to the basic pay in the applicable pre-revised scale including stagnation increment(s) and Non-Practicing Allowance (NPA), Dearness Pay as per orders in force on 01.01.2006.
4. These orders shall take effect from September 1, 2008.
