RBE No. 110/2006: Restructuring – Supervisor (Works)

Sub: Cadre Restructuring – Up-gradation of post of Supervisor (Works) in grade Rs.4500-7000 + Rs.100 SA to the post of JE-II in scale Rs.5000-8000 in RDSO.
Consequent to Ministry of Railway’s decision to confer the status of Zonal Railway on RDSO w.e.f. 01.01.2003 and subsequent decision vide Ministry of Railway’s letter dated 29.03.2006 (RBE No. 39/2006) to grant Rs.100 special allowance per month to the Supervisor (Works) in the pay scale of Rs.4500-7000 in RDSO, the issue of up-gradation of Supervisor (Works) in the pay scale of Rs.4500-7000 + Rs.100 special allowance to the level of JE-II/Works in RDSO has been under consideration of the Ministry of Railways for some time. The Ministry of Railways, with the approval of President have now decided that the posts of Supervisor (Works) in the pay scale of Rs.4500-7000 + Rs.100 special allowance may en-bloc be upgraded to the post of Junior Engineer Grade II (Works) in the pay scale of Rs.5000-8000 and merged with the works cadre of Technical Supervisors with its spread effect in higher grades Rs.5500-9000, Rs.6500-10500 and Rs.7450-11500 as per the revised percentage distribution of posts prescribed for Technical Supervisors vide Annexure ‘A’ of Ministry of Railways letter No.PC-III/2003/CRC/7, dated 04.12.2003 (RBE No. 208/2003).
The above will be subject to the following stipulations:
The financial implications involved in the above mentioned up-gradation should be offset by surrender of posts of equivalent money value.
The above mentioned up-gradation should be implemented with prospective effect i.e. from the date of issue of these orders subject to provision of necessary matching surrender to offset the financial implications, as mentioned at (i) above, by RDSO. It is reiterated that if no matching surrender of posts is available, the category will not be restructured.
The restructuring will be reference to the sanctioned cadre strength as on date of effect as indicated above.
Extant instructions regarding D&A/ Vigilance clearance and reservation of SC/ST wherever applicable will continue to apply.
The placement of the existing incumbents will be regulated as per the procedure given below:
(a) The existing regular incumbents of the posts of Supervisors (Works) will be placed in grade Rs.5000-8000 without subjecting them to normal selection procedure. Their suitability for placement in the grade of JE-II (Works) shall be adjudged by following modified selection procedure according to which the selection will be based on scrutiny of service records and confidential reports only.
(b) The Supervisors (Works) who do not get promoted to grade Rs.5000-8000 shall continue to hold the post in the existing grade Rs.4500-7000 +Rs.100 SA as personal to them. To this extent, the posts upgraded to grade Rs.5000-8000 will be operated in the lower grade Rs.4500-7000 + Rs.100 SA till the existing incumbent vacate the same by way of promotion, retirement etc. On vacation of the posts, the same shall automatically stand upgraded to and operated in grade Rs.5000-8000 as JE-II (Works).
(c) Staff selected and posted against the additional higher grade posts as a result of above up-gradation will have their pay fixed under Rule 1313 (FR-22)(I)(a)(1) – R-II from the date of these orders with the usual option for pay fixation under extant rules.
(vi) Further, other detailed instructions contained in para 2, 2.1, 6, 7, 8, 13, 14, 15 & 16 of Board’s letter No.PC-III/2003/CRC/7, dated 04.12.2003 (RBE No. 208/2003) and amendments issued thereto from time to time should also be applied mutatis-mutandis subject to the condition that date of effect for these orders will be modified to read as mentioned in para 2(ii) above.
3. This issues in consultation with Establishment Directorate & with the concurrence of Finance Directorate of this Ministry.
