RBE No.106/2018: Recruitment – Sportspersons

Sub: Recruitment of meritorious sportspersons afresh in higher grade (commensurate with his achievement) without diluting the benefits he has been getting in his previous grade.
Ref: Board’s letter Nos. (i) No.2010/E(Sports)/4(1)/1/(Policy), dated 31.12.2010 (RBE No.189B/2010), (ii) No.2012/E(Sports)/4(1)/1/3OTP/DOPT, dated 23.05.2013 (RBE No.50/2013) and clarification/ corrigendum issued thereto.
1. Attention is invited to Board’s letters mentioned above containing instructions on recruitment and Out of Turn Promotion (OTP) of sportspersons on Zonal Railways/ Units in view of their outstanding performance.
2. It has come to notice of the Board that sometimes OTP for outstanding sportspersons is not granted commensurate with sports achievements in the following two categories of cases:-
(i) Where the sportsperson fulfills the sports achievement norms but cannot be promoted being under probation;
(ii) Where the sportsperson achieves the sports norms applicable to a grade higher than the next higher grade to the post on which he/she is working. This can lead to an anomalous situation where a fresh sportsperson having equal achievement (say medal in World Cup) will be recruited in a higher grade (GP Rs.4200) while an existing Railway player working in GP Rs.1900 can be promoted Out of Turn only to the great next higher to viz. GP Rs.2400.
3. The matter has been considered by the Board in consultation with Finance Directorate, it has been decided that in the kind of situations mentioned above the case of meritorious sportsperson may be treated as a fresh recruitment in higher grade (against Talent Scouting Quota) without diluting the benefits he/ she has been getting in his/ her previous grade. For this purpose the following procedure shall be adopted:
(a) The sportsperson(s) achieving the requisite sports performance norms should apply to controlling Railway Administration.
(b) If found eligible he/ she can be considered for appointment against Talent Scouting Quota (TSQ) of the concerned year, for this purpose the concerned Railway may utilize their own TSQ, if available, by readjustment of their TSQ quota for some other game, if required. In case no TSQ is available with the Railway, they can send proposal for release of RSPB’s TSQ with approval of the competent authority.
(c) Order of such fresh appointment should be issued within 3 months from the receipt of application from the concerned sportspersons.
(d) For such “Fresh Recruitment”
(1) The criteria of age requirement, educational qualification, will be deemed to have been relaxed, as necessary.
(2) Medical examination will not be necessary as they are serving Railway employees.
(3) Sports trials in all game disciplines (including team games) will not be required being TSQ.
(4) Benefits of past service may be counted for all purposes.
4. These instructions will have effect from the date of issue of these instructions.
