RBE No. 101/2016: Conveyance Allowance – To Railway Medical Officers

Sub: Recommendation of 6th Central Pay Commission – Grant of Conveyance Allowance at the revised rates to Railway Medical Officers
Ref: Board’s letters of even number dated 24.07.2009 (RBE No. 135/2009) & 26.07.2011 (RBE No. 111/2011).

1. In the course of a vigilance check conducted on one of the Zonal Railways, it was found that Railway Medical Officers including radiologists and anaesthetists etc. are being paid Conveyance Allowance based on their declaration/ certificate to the effect that they are drawing the same in fulfillment of Condition No.5 of Board’s above referred letter dt. 24.07.2009 (RBE No. 135/2009) i.e they are using their personal motor car for paying visits to patients at hospital as well as domiciliary visit in emergency and for performing other government works outside duty hours. However, no record of such visits are maintained by the Railway Medical Officers in support of their declaration/ certificate of having made such visits.
2. The matter has been examined in consultation with Health & Family Welfare Dte. of Railway Board with reference to instructions contained in Board’s above referred letters, and it has been decided that while furnishing the certificate to the effect that they are drawing the Conveyance Allowance in fulfillment of Condition No.5 of Board’s above referred letter dt. 24.07.2009 (RBE No. 135/2009), the officer should be able to produce proof or verify his/her declaration as & when required by the Administration.
