Sub: Delegation of powers to the issue of medical attendance passes on Foreign/ Home Railways.

In terms of para 1540 of the Indian Railway Establishment Manual, the issue of passes to Railway servants on medical grounds is left to the discretion of the General Managers. It has, however, come to notice of the Board that on certain Railways passes on medical ground over foreign Railways are being issued by authorities lower than the General Manager. In order to bring about uniformity and ensure expeditious issue of passes to the Railway servants, the question of further delegating the powers to officers other than the General Manager has been considered and it has been decided by this Ministry that passes on the above ground over the foreign Railways may be issued by the Chief Medical Officers, Addl. Chief Medical Officers, Medical Superintendents and Divisional Medical Officers (who are in independent charge of Units like Hospitals, Dispensaries, Poly-clinics, etc.).
The issue of higher class pass, higher than the one admissible to Railway servants, will however, continue to be exercised by General Managers as provided in para 1540 of the IREM as hithertofore.
