Sub: Organisation of Railway Sports Associations.

1. With a view to further streamline the functioning of the Railway Sports Associations and to bring in greater deal of accountability in view of greater emphasis being paid by the Department of Railways to development of sports on the Indian Railways, it has been decided that:-

(i) the Railway Sports Associations in addition to having President and General Secretary, should have one Senior Vice-President and 2 Joint Secretaries to assist in the affairs of sports development. If organisation of individual sports is already entrusted in writing to nominated officers, provision of 2 Joint Secretaries will not be necessary. All such nominations, however, are required to be made by General Managers;

(ii) Presidents of Railway Sports Associations are required to send a monthly PCDO to the President RSCB, format of which is enclosed;

(iii) there will be half-yearly meetings with Secretaries and Assistant Sports Officers of Railway Sports Associations to review the areas in which strengthening of Indian Railways Team is required by way of recruitment planning;

(iv) it has been made mandatory for Railway Sports Associations to take part in junior Inter-Railway events in Volleyball, Hockey, Footbal and Athletics (Boys) with effect from the next sports year, to be eligible to earn the Kaul Gold Cup points; and

(v) Presidents of Railway Sports Associations will submit concrete proposals for forming a sports cadre of their Railway, which will cater to the annual intake of sportsmen, out of turn promotions for special merit and providing a separate avenue of advancement to sportsmen even after they have served their active career.

2.     The PCDO should be sent by the zonal railways latest by the 10th of the following month, The first such PCDO for the activities of December, 1985 should be sent by 10th January, 1986.
