Note 1:-
Disciplinary powers of Principal Heads of Departments under this Schedule-III shall also be exercised by the coordinating Heads of Departments or Heads of Departments in Senior Administrative Grade who are in independent charge, in their respective departments in the Production Units viz., Chittaranjan Locomotive Works, Chittaranjan, Diesel Components Works, Patiala, Diesel Locomotive Works, Varanasi, Integral Coach Factory, Perambur, Wheel and Axle Plant, Yelahanka (Bangalore) and Rail Coach Factory, Kapurthala and in new Zonal Railways viz., East Coast Railway, Bhubaneshwar, East Central Railway, Hajipur, North Central Railway, Allahabad, North Western Railway, Jaipur, South Western Railway, Hubli, West Central Railway, Jabalpur and South East Central Railway, Bilaspur in respect of officers in Junior Scale and Group ‘B’ who are under their administrative control.
Note 2:-
Disciplinary powers of Principal Heads of Departments under this Schedule-III shall also be exercised by the Directors of Railway Training Institutes, namely, Director, Indian Railways Institute of Civil Engineering, Pune, Director, Indian Railways Institute of Electrical Engineering, Nasik, Director, Indian Railways Institute of Mechanical and Electrical Engineering, Jamalpur, Director Indian Railways Institute of Signal Engineering and Telecommunications, Secunderabad and Director, Indian Railways Centre for Advanced Maintenance Technology, Gwalior in respect of officers in Junior Scale and Group ‘B’ under their administrative control.
Note 3:-
Disciplinary powers of Principal Heads of Departments under this Schedule-III shall also be exercised by Senior Executive Directors and Executive Directors who are in independent charge, in Research, Designs and Standards Organization; Coordinating Heads of Departments in Senior Administrative Grade or by the Heads of Departments in Senior Administrative Grade who are in independent charge, in Metro Railway, Kolkata, Central Organization for Railway Electrification, Allahabad, Central Organization for Modernization of Workshops, New Delhi; and Chairmen of respective Railway Recruitment Boards, in respect of officers in Junior Scale and Group ‘B’ who are under their administrative control.

The Model Time Schedule for Railway Vigilance cases is 365 days, but this is not statutory limit.
Reasons for delay and status of the case are not explained in your query hence, no comments from our end.
If the delay is on part of the Railway Administration, make representation to the Disciplinary Authority for early completion.
If still no response from the DA, take directions from Hon’ble CAT by filing OA.
