Promotions: Introduction of Centralized Computer Based Objective Type Examination

Sub:   Promotions to Group ‘B’ posts on Indian Railways – Introduction of Centralized Computer Based Objective type examination (CBT) in all departments having Organised Services.

Ref: Board’s letter No.E(GP)2022/2/4, dated 28.06.2022.

1.     Further to this office letter of even number dated 28.06.2022, it is advised that the Centralised Computer based Objective type examination for 30% LDCE for promotion to Group ‘B’ posts shall be held tentatively in the middle of November, 2022. The final date shall be notified by NAIR shortly.

2.     It may be ensured that the 70% cycle for all the selections for which 30% LDCE through CBT is scheduled, are completed and all prior requirements for the conduct of LDCE are also finalized by then. In this regard it is desired that relevant APARs/ DAR/ SPE/ Vigilance clearance of all the candidates who are participating in the said LDCE may be kept ready to avoid delay in finalization of the result as the Panel is to be finalised by middle of December, 2022.

3.     Board has also decided that an SAG officer and other staff including RPF personnel as required by NAIR may be deputed by the concerned Zones/ PUs in each of the ‘Examination Centers’ where their candidates are appearing.

4.     It has also been decided that the extant guidelines issued by E(NG) directorate and DOP&T’s guidelines contained in their OM No.29-6/2019-DD-III, dt. 10.08.2022 are applicable for hiring of Scribes and giving extra time to candidates participating in the proposed CBT.

5.     It has already been advised vide this office letter of even number dated 28.06.2022, that 70% Selection and 30% LDCE for promotion to Group ‘B’ posts in all Organised departments in the vacancy cycle beginning from 01.01.2023 are to be conducted through the Centralised Computer based Objective type examination. Accordingly, the next 70% Selection for promotion to Group ‘B’ posts in all Organised Departments is proposed to be conducted in February, 2023 by NAIR. Therefore, it is desired that assessment of vacancies arising in the next two years for the vacancy cycle beginning from 01.01.2023 till 31.12.2024 (excluding the further 6 months period for assessment) may be processed and notified. Thereafter, requisite Zone of consideration/ eligibility list etc. may also be finalised and Pre-Selection Training for reserved candidates should also be timely arranged and finalized by January, 2023.
