Sub: Recommendation of RRC in Part IX of their report on ‘Personnel’ matters – Minimum service condition of two years.

1. As the Railway Administration is aware, the condition of two years minimum service in the immediate lower grade for promotion within Group ‘C’ is based on recommendations of the Railway Reforms Committee and is applicable to all the Departments. It is, therefore, not possible to agree to make any general exception in the case of any department including the accounts. However, it is clarified that whenever Appendix II and Appendix III qualified employees who satisfy the conditions for promotion with reference to the length of service in the immediate lower grade, becomes due for promotion, persons who might have passed in earlier examinations but who do not satisfy the condition of minimum two years service in the immediate lower grade will be eligible for promotion even though they might not have put in two years service in the immediate lower grade. This would be in consonance with para 3(ii) of Board’s letter No.E(NG)I/75/PM1/44, dated 26.05.1984.
2. As far as Para 5 of your letter No.A/AD/SOO, dated 10.07.1989 is concerned, it is clarified that are Senior Typist of Accounts Department who has become a Junior Accountant Assistant, on passing Appendix-IIA Examination, may be allowed to count the service in scale Rs.1200-2040 as Senior Typist towards the minimum prescribed limit of three years service in grade Rs.1200-2040 for promotion as Accounts Assistant. This will be an exception to the clarification contained in item (i) in para 2 of Board’s letter of even number, dated 23.03.1989 (RBE No. 83/1989).

1. Reference is invited to this Railway’s letter No.AAD/SSO, dated 28.03.1989, wherein situations that would arise in respect of App.2 IREM and App.3 IREM qualified staff of the Accounts Department in the matter of their promotion to higher grade were explained and Railway Board’s confirmation was sought for the appreciation made by this Railway. A copy of this Railways reference, dated 28.03.1989 is also enclosed for ready reference.
2. In the meantime, Railway Board have issued further clarifications on the subject vide their letter, dated 23.03.1989.
3. Item 2(d) of Railway Board’s letter, dated 23.03.1989 reiterate that App.2 IREM, qualified Accounts Clerk should put in the 2 years service in the immediate lower grade before they are promoted as JAAs. The situation expected in such cases was explained in this Railway’s reference, dated 28.03.1989 to Board and clarification sought.
4. Item 2(c) of Board’s letter dated 23.03.1989 is regarding the 3 years service limit for promotions to the post of AA and SSO(A). As there is no examination prescribed as a pre-requisite for promotion to these categories, the 3 years rule is being strictly observed before staff are considered for promotion.
5. Item 2(i) of Board’s letter, dated 23.03.1989 stipulates that the two year service should be rendered in the new cadre, where staff volunteer and get selected for another cadre in a post in the same grade. In the Accounts Department, Senior Typist in scale Rs.1200-2040 can opt to come over to the Clerical Cadre as JAAs. in the same scale on their passing the App.2 IREM exam. Such staff, in turn, become due for promotion as AAs. In terms of para 2(i) Railway Board’s letter No.E(NG)I/86/PM9/4, dated 27.08.1987, staff in grade of Rs.1200-2014 will be eligible for promotion to the higher grade of AA after minimum 3 years of service in Rs.1200-2040. Board have not mentioned that the 3 year’s service should be in a particular cadre or post. In the absence of any instructions contrary, this Railway was of the view that the 3 years service in scale Rs.1200-2040 both as Senior Typist and JAA put together is sufficient to consider them for promotion to AA cadre and accordingly such stuff promoted to that cadre.
6. In the light of the clarification vide item 2(i) of Board’s letter dated 23.03.1989, Board are requested to advise if the 3 years minimum service is also to be seen in the new cadre as well. Railway Board are also requested to consider and confirm the appreciations made in this Railway’s letter of even number dated 28.03.1989.

Sub: Minimum service condition for promotion.
Reference is invited to Railway Board’s letter No.E(NG)I/85/PM1/13/RRC, dated 19.02.1987 (RBE No. 28/1987) wherein Railway Board have accepted the recommendation No.139 of the Railway Reforms Committee and accordingly have prescribed a minimum period of service of two years in the immediate lower grade for the purpose of eligibility for promotions with Group ‘D’ categories. This is a rule in general and is being made applicable to all Group ‘C’ promotees.
While this being the case, situation do arise in the Accounts Department wherein staff become eligible for promotion to higher grades viz., from ACs to JAAs and from any of the categories of ACs, JAAs, AAs etc. to the SO(A)s/ TIAs/ ISA cadres on their passing the App.2 IREM and App.3 IREM exams, respectively. These Departmental Exams are prerequisite for promotion to the appropriate grades. If the condition that they should put in the minimum of 2 years service in the immediate lower grade is strictly made applicable, an App.3 IREM qualified AC or a JAA cannot be promoted to SO(A)/ TIA/ ISA grade for 2 to 3 years i.e. without passing through the immediate lower grade of AA. This would in turn jeopardize the promotion of an App.3 IREM qualified AA in the subsequent years since the promotion of App.3 IREM qualified staff are to be regulated batch wise in terms of para 318 IREM. This would result in some of the SO(A)s/ TIA/ ISA post to be kept vacant for few years for want of the eligible staff to complete the 2 years minimum service in the immediate lower grade.
Similar situation also would arise in respect of App.2 IREM qualified staff wherein a qualified person in later batch with longer service would have to wait for an earlier qualified person with less than 2 years service. Such situations would evoke unrest among the qualified staff.
This Railway is, therefore, of the view that, wherever such Departmental Exams are prerequisites for promotions to the appropriate higher grade, the minimum of two years service in the immediate lower grade may not have to be insisted upon and such staff (qualified in App.2 IREM and App.3 IREM Exams) can be promoted to the respective grades on their qualifying and becoming eligible for such posts without waiting for the 2 years service to complete. Such staff would, however, be considered for promotion in their own turn and availability of vacancies in the higher posts as per extant orders.
In respect of posts for which no such department exams are prescribed as a prerequisite, staff will be considered for promotion only after completion of the minimum 2 years service.
Railway Board are therefore requested to consider and confirm the above appreciation.
