Sub: Promotion to Group ‘B’ posts through 30% LDCE – formation of panel when two or more candidates secure equal marks. 

Ref:  Board’s letter no.E(GP)2001/2/69, dated 17.10.2001 (RBE No.203/2001).

Attention is invited to instructions issued vide this Ministry’s letter of even number dt. 17.10.2001 (RBE No.203/2001) stipulating that in case two or more candidates secure equal marks in the aggregate (written test + viva voce + record of service) in 30% LDCEs held for promotion to Group ‘B’ posts, then their relative merit position for the purpose of their empanelment may be determined on the basis of their relative seniority in the feeder grade (s). Herein, it is clarified that the feeder grade may be construed as the grade in which the said candidates are working on non-fortuitous basis on the cut-off date for determining the eligibility for the said LDCE.
