Post Retirement Complimentary Passes: RBE No.98/2003 – Widow appointed on CGA

No.E(W)95 PS5-1/29, dated 13.06.2003

Sub: Post-Retirement complimentary passes to widows appointed on compassionate grounds. (ACS No.40/2003)

1. In terms of Board’s letter No.E(W)85 PS5-8/2, dated 30.06.1987 (RBE No.174/1987), widows shall not be eligible for widow pass facilities if they themselves become eligible for Privilege Pass due to their own appointment on Railways or if they become eligible for being included in the Privilege Pass/ PTOs of their son/ daughters on their appointment on Railways. This has resulted in a situation where a widow appointed on compassionate grounds on Railways and retired before completion of 20 years Railway service is deprived of Post Retirement passes as well as Widow Pass facility after retirement from Railways. Arising out of a demand from NFIR, the matter has been reviewed and it has been decided by Board that such of the widows as are appointed on Railways may be given options, at two stages as under:-

(a) At the time of appointment on Railways whether the pass entitlement shall be governed by ‘Widow Pass Scheme’ or ‘Privilege Pass/PTO scheme’ in her capacity as a Railway servant.

(b) On her retirement, the widow may be given another option either to be governed by the Widow Pass Scheme or to be governed by Post Retirement Complementary Pass Scheme in her capacity as a retired Railway servant and in accordance with her status.

2. In both the cases, option once exercise shall be final.

3. The Class of Pass under the Widow Pass Scheme shall be with reference to the entitlement of the diseased Railway employee.

4. In view of the above, Schedule V/ Widow Pass of Railway Servants (Pass) Rules, 1986 (2nd Edition, 1993) may be amended as in Advance Correction Slip No.40 enclosed.

5. This has the concurrence of Finance Directorate of Ministry of Railways.
