Physically Handicapped: RBE No.159/2000 – Recruitment of PwBD

Supplementary Circular No.5 to Master Circular No.13

Sub:   Recruitment of physically handicapped persons.

1. Attention is invited to the instructions contained in Board’s letter No.E(NG)II/80/RC-1/67, dated 23.03.1981 and para V of the Master Circular No.13 issued under Board’s letter E(NG)II/90/RC-2/14, dated 23.11.1990 wherein it was indicated that recruitment for filling the vacancies against Physically Handicapped quota is to be done by the Railways themselves. Attention is also invited to Board’s letter No.E(NG)II/98/RC-2/8, dated 17.09.1998 (RBE No.216/1998) wherein it was laid down that, in future, in the matter of recruitment of the physically handicapped persons, in addition to Employment Notices being supplied to the Employment Exchange/ Special Employment Exchanges/ Vocational Rehabilitation Centres/ National Level Rehabilitation Districts, the Employment Notices will also be published in the “Employment News” published by the Publications Division, Ministry of Information & Broadcasting/ Government of India and displayed on the office Notice Board of the offices under the control of the recruiting authority/ establishment.  All those who apply against such notices are to be considered along with those sponsored by the Exchanges, etc. on equal footing. 

2. The matter has been further considered by the Board and it has been decided that all future recruitment in Group ‘C’ & ‘D’ categories against vacancies reserved for the Orthopaedically handicapped and Hearing handicapped persons should be undertaken by Railway Recruitment Boards. Railways/ PUs may place indents on the RRBs, duly indicating the category of posts against which recruitment is to be made and the nature of duties and functional requirements of the post.

3. Recruitment for filling up vacancies reserved for the visually handicapped will, however, continue to be undertaken by the Railway Administrations themselves.
