Pension: RBE No.70/2000 – Retirees of the Period From 01.01.1986 to 30.06.1987

Sub: Revision of pension of the retirees of the period from 01.01.1986 to 30.06.1987 who had opted to retain IIIrd CPC Scales of Pay.         

1.     In terms of para 12 of Board’s letter No.PC-IV/87/Imp/PN 1/1, dated 15.04.1987 (RBE No.90/1987) regulating revision of pension in implementation of Government’s decision on the recommendation of the IVth Central Pay Commission, the Railway servants who had retired during the period from 01.01.1986 to 30.06.1987 were given an option to retain the pre-revised IIIrd CPC scales of pay and to have their pension calculated under the rules in force prior to 01.01.1986, and some of the retirees who had exercised the option as such were allowed to draw personal pension as a separate element without any dearness relief thereon.

2.     The matter regarding revision of the pension of the above-mentioned retirees has been examined in consultation with the nodal department i.e. DOP&PW and it is clarified that such retirees are to be treated as pre-86 retirees for notional fixation of their pay and pension in terms of DOP&PW’s O.Ms. dated 10.02.1998 and 17.12.1998 circulated on the Railways vide Board’s letter No.F(E)III/98/PN1/2, dated 10.03.1998 (RBE No.55/1998) and No.F(E)I/98/PN 1/29, dated 15.01.1999 (RBE No.08/1999). However, any personal pension sanctioned to them will have to be discontinued w.e.f. 01.01.1996.
