Pass Rule No.10: Residential Card Pass
10. Residential Card Pass:-
(1) A residential card pass may be issued to a railway servant for performing rail journey from the place of residence to the place of his work; and
(2) The category of railway servants, the circumstances and the conditions subject to which a pass under sub-rule(1) may be issued shall be as specified in Schedule-VI.
Can residential card pass be used as duty pass & claim TA through it?

‘Residential Card Pass’is not defined as duty pass under rule 4 https://railwayrule.com/pass-rule-no-4-kinds-passes of Pass Rules.
As such it may not be used as ‘duty pass’. On the other hand, if controlling Officer permits performance of duty using RCP, the TA can be claimed as per TA Rules, because as per rule https://railwayrule.com/irec-vol-ii-chapter-xvi-traveling-allowance-rules-ta-rules one becomes entitled for TA is he goes beyond 8 KMs from his office to perform Railway duty.
