National Holidays: RBE No.229/1985 – NHA to RPF/RPSF Staff

Sub: Grant of compensation in lieu of holidays to RPF/RPSF staff – Attendance on nine National Holidays.
Ref: Instructions contained in this Ministry’s letter No.E(P&A)II-82/AII-1 (RPF), dated 17.02.1983 on the above subject.
1. The RPF/RPSF staff have represented that encashment of leave at the rates applicable to National Holiday Allowance in respect of 9 National Holidays is disadvantageous to the staff since these rates are much lower than the rate of compensation prescribed for encashment of the remaining 21 holidays which include weekly rests and gazetted holidays. The position seems to have become more adverse after the recent restructuring and cadre review of RPF/RPSF categories at various levels.
2. The Ministry of Railways have, therefore, reviewed the matter and decided that there should be a uniform rate of compensation for attendance on holidays which will be on the basis of basic pay, special pay, if any, dearness allowance and additional dearness allowance. This will be subject to the condition that the overall ceiling of 30 days for encashment, which will include the 9 National Holidays, will continue to remain the same, with the further condition that for attendance on National Holidays, National Holiday Allowance will not be payable over and above the cash compensation.
3. These orders have the sanction of the President and issue with the concurrence of the Finance Directorate of the Ministry of Railways and take effect from the date of issue.
