Sub: Facilities Granted to All India SC/ST Railway Employees Association (AISC/STREA) and All India OBC Railway Employees Federation/Association (AIOBCREF/A).
1. Master Circular No.65 was issued in September, 1997. Since then, more instructions have been issued relating to grant of facilities to All India SC/ST Railway Employees Association (hereinafter referred as AISC/STREA) and All India OBC Railway Employees Federation/Association (hereinafter referred as AIOBCREF/A). The question of consolidation of these existing orders/ circulars into an updated Master Circular has been under the consideration of Ministry of Railways (Railway Board). It has now been decided to issue a consolidated revised Master Circular on the subject for the information and guidance of all concerned.
2. Examination of Grievances of SCs/STs/OBCs Referred by Association:
2.1 The representations made by the AISC/STREA and AIOBCREF/A relating to the grievances of SC/ST/OBC Railway Employee should be examined and appropriate action will be taken thereupon.

3. Acknowledging Receipt of Communications from Association:
3.1 Receipt of representations/ corresponding as made by the AISC/STREA & AIOBCREF/A and its Zonal Branches in regard to matters relating to reservation in recruitment and promotion should be acknowledged.0

4. Informing the Association about Government Policies.
4.1 while acknowledging receipt of communications, the association should be advised of the Government’s policy decisions so as to enable the SC/ST/OBC employees to be conversant as to what the Government is doing for them.

5. Informal meetings & their periodicity
5.1 On the request of the Association, its representative should be allowed the facility to meet informally the General Managers/ Principal Chief Personnel Officers and other officers in the Zonal Railway Headquarters/ Production Units, Divisional Railway Managers, Other Divisional officers in the Divisions and Chief Workshop Managers or other officers in the workshop for representing their grievances.
5.2 Informal Meetings: The periodicity of informal meetings has been laid down as twice in a year. Formal minutes of the meeting, however, need not be circulated to the association and correspondence need not be entered into with the Association but copies of any orders that may be issued following discussions should be sent to the association.

5.3 Record note of discussion of Informal Meetings of SC/ST/OBC Association should be circulated within one month from and further necessary action on the items may be taken accordingly.

5.4 In addition to two informal meetings scheduled per year, a special need based meeting with the GMs/PCPO may be held as and when decided by General Manager. Further, informal meetings at ADEN level will also be held once a year on issues relating only to engineering staff within his jurisdiction.

6. Grant of Special Casual Leave
6.1 Special Casual Leave should be granted to the Office Bearers of AISC/STREA & AIOBCREF/A to enable them to attend the informal meetings at Zonal Railway Headquarters/ Railway Board.

7. Grant of Journey Passes/ Card Passes

7.5 Ministry of Railways may provide two 2nd AC Card passes of All India jurisdiction at Apex Level to Addl. 8. Staying facility to the Office Bearers of the Association on visits to Zonal Railway Headquarters/ Railway Board for Informal Meetings:
8.1 Ministry of Railways may provide ORH to office bearers of AISC/STREA and AIOBCREF/A at par with Trade Union.

8.2 Staying facilities may be provided to office bearers whenever called for official meeting with the administration at Zonal, Divisional, extra divisional and Branch level at Railway Institutes, community centres, marriage halls, Rest Rooms, Rest House accommodation and retiring rooms etc. as per entitlement, at free of cost.
8.3 Notice Board: Railways may provide Railway telephone in office, allotment of Notice Board at a suitable place, staying facilities which may include Railway Institutes, Community Centres, Marriage Halls, Rest Rooems, Rest Houses, Retiring Rooms etc. as per entitlement free of cost when they are called for official meeting with the administration.

9. Supply of Policy Circulars/ Letters on Reservation and Establishment Matters etc.
9.1 Apart from providing all policy circulars/ letters etc. on reservation for SCs/STs, 15 copies of all circulars/ letters etc. on Establishment matters should be endorsed to the Association for proper appreciation of the reservation rules.

10. Issue of Identity Cards-cum-Gate Passes where entry is control Gate Pass System:
10.1 Identity cards/ Get Passes may be issued to four to five office bearers of the AISC/STREA and AIOBCREF/A at all levels.

11. Allotment of Railway office accommodation:
Extracts from MR’s letter No.88/LM(B)/3/42, dated 04.10.1988 are reproduced below:
11.1 “Individual cases for allotment of Railway office accommodation for the Associations will be considered on merits by the concerned Railway Administration.”
11.2 Office Accommodation may be provided at Board, Zone, Divisional & Branch Levels. The Number of Branches may not exceed the number of Branches allowed to any of the recognized Unions.

12. Inclusion of AISC/STREA and AIOBCREF/A in various groups/ committees Including PREM Group:
12.1 Representative of SC/ST/OBC employees should also be included in the Housing allotment committee, welfare committee such as Colony Care Committee in all places where it exist and should be duly recommended by the AISC/STREA and AIOBCREF/A.

12.2 Presidents and General Secretaries of AISC/STREA & AIOBCREF will be the representatives of the Association at the various levels and will be entitled to all the facilities under the PREM scheme at par with the other PREM members/ constituents.

13. Minimum Basic Facilities in Offices:
13.1 Basic facilities like a table, 3 to 4 chairs, electricity, a fan etc. at various levels should be provided in the office accommodation provided to AISC/STREA and AIOBCREF/A.

13.2 Railways may provide Railway telephone in office and allot Notice Board at a suitable place.

13.4 Computer with maximum ceiling limit of Rs.30000 each with the internet facility with a limit of 500 hrs. of usage per annum at each zonal office of AISC/STREA functioning at all Indian Railways/ PUs.

13.5 Ministry of Railways may provide facility of CUG connection to the President and General Secretary of AISC/STREA and AIOBCREF/A at Apex & Zonal Level at par with Trade Union.

14. Transfer office bearers of SC/ST and OBC Railway Employees Associations:
14.1 Transfer of elected office bearers of SC/ST and OBC Railway Employees Associations in the same grade may not generally resorted to in ordinary situations. However, whenever such transfers are considered essential, the controlling authority may satisfy himself that the appropriately warranted according to the administrative needs. In such cases, the concerned Liaison Officer for SCs/STs/OBCs may be apprised of the circumstances, under which such transfers have been ordered. This will enable the Liaison Officer to explain the background of a transfer to the office-bearers of the Association, if any representation against transfer of office-bearer of SC/ST and OBC Associations is received.

15. Recovery/ Collection of Membership fee for bodies recognized by Railway from the monthly salary bills of staff concerned.
15.1 List of employees from whom such deductions have been made, may also need to be printed to facilitate accountal. Therefore, on receipt of requests from such recognized bodies and depending upon need/ practicality/ feasibility, GM of Zonal Railways/ PU etc. can consider and permit such deductions from monthly salary.
These deductions shall, however, be purely voluntary and at the option of the Railway Employee for which each individual employee will have to give an option in writing duly indicating therein, the amount to be deducted and the body to whom this amount is to be credited.
Deduction of such amounts, however, shall not confer any authority/ recognition of the Railway employee’s membership of such bodies. All such bodies will have to maintain their own records for such memberships which may be needed by them for various purposes e.g. their internal elections etc.
The request of the employee for recovery of membership is to be recommended by the authorized office bearer(s) of AISC/STREA and AIOBCREF/A who have taken affiliation to CEC/ AIOBCREF of the respective body at ZEC/ Zonal/ Divisional/ Workshop/ Branch level as the case may be.

15.2 Membership of AISC/STREA and AIOBCREF/A may be allowed to Group ‘A’ and Group ‘B’ serving Railway Officers belonging to SC/STs/OBCs with the condition that he/she as an office bearer or a member of the executive committee of the Association should not deal with any representation or other matters connected with that Association in his/her official capacity.

16. General:
(a) While referring to this circular, the original letters referred to herein should be read for a proper appreciation. This circular is only a consolidation of the instructions issued so far and should not be treated as a substitution to the originals. In case of doubt, the original circular should be relied upon as authority.
(b) The instructions contained in the original circulars referred to above, have only prospective effect from the date of issue unless specifically indicated otherwise in the concerned circular. For dealing with old cases, the instructions and force at the relevant time should be referred to; and
(c) If any circular on the subject, which has not been superseded, has not been taken into consideration while preparing this consolidated letter, the sad circular, which has been missed through oversight, should be treated as valid and operative. Such a missing circular, if any, may be brought to the notice of the Railway Board.
