Instructional Allowance: RBE No.06/1987 – To Instructional Staff

Sub: Payment of Instructional Allowance to Instructional Staff on Railways.
1. The Board have been informed that in the context of instructions contained in Board’s letter No.E(P&A)I-78/CPC/4, dated 05.02.1979 and letter of even number dated 09.08.1985, the position in regard to filling up vacancies of full-time instructors has become extremely difficult for the Railways. However, pending a review in the context of the recommendations of the 4th Pay Commission, in regard to scales of pay and instructional allowance for instructional staff, Board have decided that in regard to past cases where the special pay to instructors, has been discontinued, the same may be paid, including arrears, so long as:
(i) the post of instructor is filled up by a positive act of selection and held on tenure basis; and
(ii) carries full-time instructional duties, regardless of the nature of the institution, institute, school, centre, etc. or its location or the type of instruction imparted.
2. It may, however, please be noted, that this limited dispensation is applicable only in regard to past cases where payment of special pay was discontinued; Board’s further orders should be awaited in regard to future policy for revised scales of pay and special pay to instructors.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
