Sub: Derailment of 539 Up Intercity Fast Passenger at Teghra Station of Sonepur Division of North Eastern Railway on 19.09.1999.

The recommendations made by CRS, North Eastern Circle vide para 9.4 in his final report on the above subject are reproduced below:-

Para 9.4: Training of Controllers

Before any person is posted to perform the Control duties as Section/ Deputy/ Chief Controller, he should be given adequate intensive training for working in the Control office which should include duties in accident management.

In this connection Railways should ensure that staff posted to perform the Control duties should undergo training as specified in the “Stagewise Training of Group ‘C’ and ‘D’ staff of Traffic Transportation Department” which was circulated to the Railways vide Board’s letter No.E(MPP)96/3/8, dated 23.04.1999 (RBE No.83/1999).

The concerned Training Managers should periodically ascertain from the training centres, the effectiveness of the training imparted to this category of staff and feedback sent to the Board’s office as well.
