Sub: Extension of the period of deputation of non-gazetted railway servants with RITES/IRCON and other Central Public Enterprises.
1. Board vide their letter No.E(NG)II-77-DP/3, dated 07.05.1977 advised the Railways that the proposals for extension of deputation period of non-gazetted railway servants beyond three years with Central Public Undertakings are required to be made to the Department of Personnel and Training at least two months before the expiry of three years deputation period. Board vide their letter No.E(NG)I-85-DP/12, dated 25.10.1985 (RBE No.293/1985) decided that where the extension of deputation period becomes unavoidable for any reason, the railway concerned should approach them at least three months before the expiry of three years deputation period so that the Department of Personnel and Training may be approached in time. In this connection attention is also invited to the instructions contained in Board’s letter No.E(NG)I-86-DP/29, dated 27.11.1986 (RBE No.227/1986) to the effect that overstayal of officers beyond sanctioned period may be treated as unauthorized absence as this is an act of indiscipline on the part of the concerned staff also.
2. In one of the proposals sent to the Department of Personnel and Training for extension of deputation period of a group ‘C’ employee beyond three years for ex-post-facto approval, the Department of Personnel and Training conveyed the observations of Government, that the proposal for extension of term of deputation are received late and such cases go on appearing from time to time inspite of specific instructions that such approval should be obtained two months in advance of the culmination of the event. They have added that the obvious conclusion is that the Ministry concerned do not care to observe the instructions scrupulously. Government have directed that no regularisation will be considered till responsibility is fixed for such delays.

Board desire that the Railways should follow the above instructions regarding cases of extension in deputation to RITES/IRCON scrupulously and submit their proposals well within the time schedule brought out above. Any cases of delay should be accompanied with the factual position regarding fixing of responsibility, failing which, it will not be possible for the Board to consider proposals to regularise the period of overstayal in such cases.
4. As far as employees on deputation to Central Public Enterprises other than RITES and IRCON are concerned, attention is invited to Ministry of Finance, Bureau of Public Enterprises’ O.M. No.5(25)/83/BPE (PESB), dated 06.03.1985, circulated under Board’s letter No.F(E)II/86/DE 1/1, dated 25.03.1986 wherein, it is reiterated that in their cases, no extension of deputation beyond the periods specified in their deputation orders will be allowed.
