Chief Law Assistant: RBE No. 26/2021 – CLA – Selection

Sub:     Eligibility criteria for selection to the post of Chief Law Assistant in Level-7.

1. Attention is invited to instructions contained in Board’s letter of even number dated 15.01.2021 (RBE No. 05/2021) on the above subject laying down the eligibility criteria for selection to the post of Chief Law Assistant in Level-7 against the 60% promotion quota as under:-

The remaining 60% posts should be filled by promotion, on the basis of selection, from among serving employees in Level-2 to Level-6, having 5 years regular service and possessing a Degree in Law, irrespective of the Departments in which they may be working. The shortfall against promotion quota, if any, will be filled by Direct Recruitment.”

2. In terms of instructions contained in Board letter No.E(NG)I/2014/PM1/19, dated 06.05.2016 (RBE No. 47/2016), RPF/ RPSF personal are not eligible to appear in any of the departmental selection on the Railways other than in RPF/ RPSF.

3. In view of the above, the aforementioned provisions as contained in Board’s letter dated 15.01.2021 (RBE No. 05/2021) ibid, may be modified to read as under:-

The remaining 60% posts should be filled by promotion, on the basis of selection, from among serving employees in Level-2 to Level-6, having 5 years regular service and possessing a Degree in Law, irrespective of the Departments in which they may be working except RPF and RPSF. The shortfall against promotion quota, if any, will be filled by Direct Recruitment.

4. Para 131(2)(iii) of Indian Railway Establishment Manual, Vol.I stands amended accordingly as per ACS No.274 enclosed herewith.

Chapter-1, Section-B, Sub-Section-III (Recruitment and Training) – Rules governing the filling up posts in the category of Law Assistant.

1. Replace the existing sub-para 2(iii) of Para No.131 with the following:

The remaining 60% posts should be filled by promotion, on the basis of selection, from among serving employees in Level-2 to Level-6, having 5 years regular service and possessing a Degree in Law, irrespective of the Departments in which they may be working except RPF and RPSF. The shortfall against promotion quota, if any, will be filled by Direct Recruitment.

    Whether employees presently workingLevel 7 in railway is eligible to apply?as this is minimum requirements for eligibility then after completion of 5 year in service in level 6 there after promotion in level 7 is eligible to apply?

    non supervisory employee appointed in level-7 can apply agianst the CLA post?
