Authority to Travel: RBE No.162/1985 – Travelling on Duty

Sub: Issue of authority to travel in first A.C.C. while travelling on duty.
1. In terms of the extant orders, officers in J.A. Grade drawing a pay of Rs.1800/- P.M. and above are entitled to travel in First A.C.C. while travelling on duty. Such officers are generally issued an authority to travel in First A.C.C. which they carry with them along with their duty pass. It has come to notice that this authority is either not issued, or issued on paper which gets mutilated quickly, or issued without numbers and in many cases the issuing office does not keep a record of having issued the authority to travel in First A.C.C. To obviate these difficulties and to bring uniformity in the matter, Ministry of Railways, after careful consideration of the matter, have decided that:-
(i) The authority should be on a card paper (per sample attached) which is not likely to get mutilated/ damaged soon;
(ii) The authority should be carried by the officer always with him while travelling on duty;
(iii) The authority should be duly numbered;
(iv) The issuing authority should maintain a proper register for the purpose wherein each such authority issued should be entered. The date from which the pay of the officer has risen to Rs.1800/- P.M. should invariably be entered in the register, besides the name, designation, etc. of the officer concerned.
2. Ministry of Railways desire that the above instructions should be scrupulously followed so that the ticket checking authorities, etc. have no difficulty in checking the validity of the travel by the appropriate class.
