Artisan: RBE No.136/1986 – Reclassification of Staff

Sub:     Reclassification of artisan staff in Railways – Reclassification of 8 more semi-skilled artisan staff to skilled (out of the 17 left over categories).

1.     While issuing the general reclassification/ up-gradation orders vide Board’s letter No.E(P&A)I-82/JC/1, dated 13.11.1982 as further elucidated under letter of 04.04.1984 seventeen semi-skilled categories were not recommended for their reclassification. Out of these seventeen left over categories of artisan staff in the Railways, the Department of Railways, Ministry of Transport, after careful examination in a Joint Committee consisting of officials of the Department and representatives from All Indian Railwaymen’s Federation and National Federation of Indian Railwaymen, have decided to reclassify/ restructure 8 more categories given below on the following terms and conditions:

(1)   Chipper-Moulder (Printing Press)

(2)   Grinder (Rough)

(3)   Lifter

(4)   Sawyer-wood (Hand)

(5)   Greaser (Oiler)

(6)   Hand Crane Operator

(7)   White-washer (Brush Hand)

(8)   Hand Press Operator

2. Terms and Conditions:

(i)    Fixation of pay in respect of staff reclassified as skilled is to be done on proforma basis w.e.f. 01.01.1984 and current payments from 01.01.1986 under Rule 2018-B (FR 22C). Lumpsum arrears will be payable for the period from 01.01.1984 to 31.12.1985 in respect of the staff in these 8 categories reclassified/ restructured as given below:

From semi-skilled grade Rs.210-290 to skilled grade-III Rs.260-400 @ Rs.20 p.m. i.e. Rs.480 for 24 months.

(ii)    The initial allotment of skilled grade to semi-skilled staff now reclassified will be on the basis of seniority-cum-suitability without the eligible staff being subjected to do any further trade test as on one time exception.

(iii)   There will be no change in status-quo in regard to skilled and semi-Skilled grades, which are not specifically covered by these orders. These trades will continue to remain in the existing classification/ scale of semi-skilled, artisan or non-artisan, as the case may be.

(iv)   While implementing these orders the cadre strength should be taken as on 01.01.1984.

3.     The existing orders and rules in regard to reservation for SC/ST will continue to apply while filling up vacancies arising as a result of restructuring/ reclassification.

4.     In all the categories covered in these instructions, even though more posts in higher scales of pay have been introduced as a result of restructuring/ reclassification, the basic functions, duties and responsibilities attached to these posts at present will continue, to which may be added such other duties and responsibilities, as considered appropriate.

5.     Seniors who are promoted against existing vacancies from the date of reclassification to the date of implementation of these orders would be fitted against the reclassified vacancies and the balance reclassified vacancies, if any, will be given to the juniors who will get the fixation uniformly from 01.01.1984 and current payment from 01.01.1986. The normal vacancies released by the seniors will be filled up in the normal course and given benefit from the date of promotion.

6.     Instructions contained in this Department’s letter No.E(NG)I-84/PM1-11 (NFIR), dated 28.06.1984 allowing as a onetime exception, relaxation of conditions attendant on refusal of promotion, will apply mutatis-mutandis in respect of promotion against vacancies covered by these restructuring/ reclassification orders.

7.     The revised percentage distribution ratio 30:35:35 as laid down under Board’s letter No.E(P&A)I-82/JC/1, dated 10.07.1985 (RBE No.207/1985) will be applicable to these eight categories also, subject, however, to the, condition that while initial allotment of skilled Grade-III to these semi-skilled categories will be on seniority-cum-suitability as stated in para 2(ii) without the eligible staff being put to any trade test, further fitment for lateral induction into cognate traders will be on the basis of passing the Trade Tests as explained in the case of Hammerman skilled Grade-III going as Blacksmith (skilled Grade-III first after Trade Test and then become eligible for further promotions as Blacksmith skilled Grade-II and skilled Grade-I for which again he has to pass the prescribed Trade Tests).

8.     Requirement of additional funds on account of implementation of the above orders, should be assessed and reflected in the Revised Estimates for the current year and Budget Estimates for 1987-88 and advised to ADF (Budget), Railway Board.

9.     Ministry of Transport (Department of Railways), desire that these orders should be implemented expeditiously.

10.   This issues with the concurrence of the Finance Directorate of the Department of Railways and has the sanction of the President.
