Accounts Assistant: RBE No.136/2005 – Promotion to SO(A/cs)/ ISA/ TIA – ACS No.175 to IREM

Sub: Promotion of App.III (IREM) passed candidates as SO(A/cs)/ ISA/ TIA – Relaxation of 2 years minimum service for promotion.
1. In terms of para 171(6) of IREM Vol.I, 1989 as modified vide ACS No.17 issued under this Ministry’s letter No.E(NG)I-91/PM9/13, dated 30.12.1994 (RBE No.118/1994), the posts in the category of SO(A/cs)/ ISA/ TIA in grade Rs.6500-10500 are required to be filled by promotion of App.III qualified Accounts Assistants in the pay scale of Rs.1400-2600/ Rs.5500-9000 after they have put in a minimum of two years, service in the grade (according to the group for which they opt). Whenever such App.III qualified Accounts Assistant become due for promotion, persons who might have passed in earlier examinations but who did not satisfy the condition of the minimum two years, service in the immediate lower grade are also considered eligible for promotion direct from the grade in which they are working. However, if no junior is eligible for promotion because of non-fulfillment of condition of two years in the immediate lower grade, the seniors have to wait for completion of requisite service.
2. It has been brought to the notice of this Ministry that the above provisions are resulting in a situation in which even though the posts are lying vacant in grade Rs.6500-10500 and Appendix-III qualified staff are also available, they cannot be promoted because they are not working in the immediate lower grade of Accounts Assistant in the pay scale of Rs.5500-9000 but are working in grade(s) lower than the grade of Accounts Assistant, e.g., JAA in the pay scale of Rs.4500-7000 or Accounts Clerks in pay scale of Rs.3050-4590 and none of their junior having passed App.III Exam., later is also eligible for such promotion.
3. The matter has been considered by this Ministry and it has been decided that in order to avoid the above anomalous situation App.III qualified staff may be promoted to the post of S.O.(A/cs)/ ISA/ TIA (according to the group for which they opt) direct from the grade in which they are working strictly according to the position in the Appendix-III panel.
4. Accordingly, para 171(6) of IREM, Vol.I, 1989 Edition is amended as per ACS No.175 enclosed.

- Substitute the following for the existing para 171(6):-
“171(6): The posts in the next higher grade of Section Officers (Accounts), Inspector of Store Accounts (ISA) and Travelling Inspector of Accounts (TIA) in the pay scale of Rs.6500-10500 will be filled by promotion of App.III qualified staff (according to the group for which they opt) strictly according to order in Appendix-III panel and direct from the grade in which they are working.”
