RBE No. 21/1985: Railway Service Commission – Travel Facility to Staff

Sub: Authority for Non-gazetted staff of the Commission to travel in First Class when carrying important documents in connection with Examination/ Interview conducted by Railway Service Commission.

1. In connection with the interviews held at out-stations as well as handing over and collection of answer books etc. Class III staff in the Commissions are generally deputed to outstations carrying with them important and confidential documents. Some of the staff of the Commissions who carry such documents may be eligible for Second Class passes only. In order to ensure, that such documents are carried with security and safety it was represented that such staff when deputed to outstations should be allowed higher class pass i.e. first class pass.
2. Ministry of Railways, after careful consideration to this matter have decided that every effort should be made to depute such staff for collection of secret documents who are senior enough and therefore eligible for 1st Class pass. However, if senior staff are not available then only the practice of resorting to issue 1st Class passes to other staff for purpose of carrying important and confidential documents with the personal approval of the Chairman of the Service Commission concerned may be adhered to. A quarterly report on the total number of such passes issued for travel by higher pass, should definitely be sent to the Ministry of Railways by the 15th of the following quarter.
