RBE No. 01/2006: Merger of cadres – Ticket Examiner – Commercial Department

Sub: Merger of certain Non-gazetted cadres in Commercial Department.

1. The question of merging different cadres of Commercial staff into a single cadre had been under consideration of this Ministry for some time past in view of the flexibility and convenience and posting and transfers which such an arrangement would provide. After giving careful consideration to the matter, the Ministry of Railways have decided that the cadres of Ticket Collector and TTEs, wherever the same are not already combined, should be merged.
2. This merger will come into force with effect from 01.02.2006. In other words w.e.f. 01.02.2006 appointments shall be made to the lowest grade Rs.3050-4590 weather by direct recruitment or by promotion only to the unified cadre as Ticket Examiner in Grade Rs.3050-4590.
3. All indents on Railway Recruitment Boards for direct recruitment and notices for Group ‘D’ to Group ‘C’ promotion should be modified for recruitment/ promotion to the unified cadre.
4. In future on promotion to higher grades as per the existing practice as already in vogue in most of the Railways while to start with the staff may be put on a stationary duty, they may be moved to mobile duty as per seniority.
5. In the higher grades starting from Rs.4000-6000, wherever the cadres are not already combined, the same may also be combined if no problem regarding interpretation of seniority is anticipated. This may, however, be implemented from a future date as may be decided in consultation with the recognized unions.
