Sub: Amendment to sub-rule (3) of Rule 902 and sub-rule (1) of Rule 922 contained in Chapter 9 of Indian Railway Establishment Code (IREC), Vol-I – regarding powers of controlling officer.

1. In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President is pleased to direct that sub-rule (3) of Rule 902 and sub rule (1) of Rule 922 contained in Chapter 9 of Indian Railway Establishment Code (IREC), Vol. I may be amended as in the Advance Correction Slip No.150 attached.

2. This amendment will come into force w.e.f. date of issuance of this letter.

    ADVANCE CORRECTION SLIP NO.150

    Amendment to sub-rule (3) of Rule 902 and sub-rule (1) of Rule 922 contained in Chapter 9 of

    Indian Railway Establishment Code (IREC), Vol-I

    (A) sub-rule (3) of Rule 902 of Chapter 9 of Indian Railway Establishment Code (IREC) Vol-I, shall be substituted, as under:-

    (3) “Controlling Officer” shall mean in relation to the level of subscribers specified in the second column of the table below, the officer or authority specified in the third column thereof.

    Note: The above will be applicable only in cases where provisions governing withdrawal/advances from SRPF are explicit and unambiguous. However, cases involving any doubt or requiring policy clarification regarding withdrawal/advance from SRPF, the matter may be referred to Railway Board.

    Note: The above will be applicable only in cases where provisions governing withdrawal/advances from SRPF are explicit and unambiguous. However, cases involving any doubt or requiring policy clarification regarding withdrawal/advance from SRPF, the matter may be decided in consultation with nodal policy directorate of Railway Board.

    (B) sub-rule (1) of Rule 922 of Chapter 9 of Indian Railway Establishment Code (IREC) Vol-I, shall be substituted, as under:-

    “(1) The authority competent to sanction an advance/ withdrawal under these rules is the Controlling Officer as defined in sub-rule (3) of Rule 902.”
