Sub: Categorization of Departmental Libraries of Indian Railways.
1. Please refer to Board’s letter No.PC-IV/90/Imp/3, dated 12.10.1992 (RBE No.170/1992) regarding revision of pay scales of Librarians on the Indian Railways and categorisation of various departmental libraries based on the parameters indicated in Annexure-I of the above letter. Subsequently, based on the categorisation of libraries, upgradation of certain posts of Librarians-in-charge were also undertaken to appropriate level.
2. As there may have been changes in the transaction carried out by various libraries and there may be cases of certain libraries which could not be categorised earlier as also those already categorised but qualifying for different category now, Ministry of Railways (Railway Board) desire that a fresh categorisation of departmental libraries may be initiated subject to the following terms and conditions:-
(i) Categorisation would be based on the various terms and conditions prescribed in Board’s letter No.PC-IV/90/Imp/3, dated 12.10.1992 (RBE No.170/1992) and would be subject to further stipulations as made hereinafter in these instructions;
(ii) The existing parameters as contained in Annexure-I of Board’s letter dated 12.10.1992 (RBE No.170/1992) would be subject to the following modifications:-

(iii) Proposals for categorisation are to be sent to the Railway Board by the respective railways/ institutes, etc., for approval. These proposals should be vetted/ concurred by the concerned FA&CAO or equivalent Finance officer before being sent for Board’s approval.
(iv) Proposals will be based on the average of variables/ parameters pertaining to three previous years.
(v) Above instructions for categorisation will be applicable to all the libraries having regular posts of Library staff. The Libraries, where the posts of Library Staff/ in-charge are being operated on ex-cadre basis under local arrangement by utilizing the elements of the posts of other deptts./ categories, will not be covered under these instructions of categorisation.
(vi) The existing Library in-charge/ staff belonging to the regular cadre of the concerned Library will be eligible for promotion to the post of Librarian in in-charge upgraded due to categorisation, as per the relevant recruitment rules/ directives of the Railway Board. In this connection, provisions contained in Board’s letter No.E(NG)II/2001/RR-1/70, dated 14.06.2004 (RBE No.124/2004) and E(GP)2007/2/5, dated 04.04.2007 (RBE No.51/2007) should be kept in view.
(vii) If there is no suitable/ eligible staff/ officer belonging to the concerned library cadre for filling up the upgraded post and in case of those libraries where the post of existing Librarian in-charge is filled up on ex-cadre basis, appointment to the upgraded post of Librarian in-charge will be made though a fresh selection by calling options from eligible staff as per the recruitment rules/ directives to be issued by the Railway Board.
3. The concerned Railways/ Institutes, etc., may please take necessary steps for initiating the process for categorisation of the library(ies) under their charge and send complete proposals in this regard for Board’s approval. Such proposals should contain complete information relating to the points awarded to the library, fulfillment of various terms and conditions, details of the existing librarian in-charge and proposed manner/ availability of eligible staff for promotion/ appointment against the upgraded post. The proposals should reach Board’s office within 3 months of the date of issue of this letter.
4. This issues with the concurrence of Finance Directorate of Railway Board.
