Sub: Revision of Norms/ Yardsticks for Track Maintainers.

The modified MCNTM (Manpower and Cost Norms for Track Maintainers) Formulae 2024 – Norms/ yardsticks for Track Maintainers has been issued vide letter under reference:-
1. In continuation to above, it is advised that the yardsticks for all Track Maintenance related activities of Civil Engineering department will be as per this modified MCNTM Formulae 2024.
2. Henceforth, the requirement of Manpower for the said activities should be calculated based on the revised yardsticks. The manpower for the existing assets should be reviewed, based on the revised yardsticks and excess posts, if any, may be surrendered/ redistributed.
3. Vide Board’s letter under reference (ii), it has been requested to read the PU-49 instead of PU-32A mentioned in para-2(ii) in Board’s letter under reference (i). Since the “PU-49 Primary Units (Objects) of Expenditure (Revenue)-outsourcing of manpower/ activities for track maintenance” has been created and instruction in this regard had been issued by Account Directorate of Railway Board vide Advance Correction Slip No.10, letter No.2024/AC-I/6/1, dated 09.07.2024 (RBA No.23/2024).
4. All the clarifications/ queries/ references, if any, regarding revised yardsticks should be made to Civil Engineering directorate, Railway Board.
5. This supersedes all earlier instructions on the yardsticks for above activities, issued in past.
6. This issues with the concurrence of Finance Directorate of the Ministry of Railways.
7. Please acknowledge the receipt.
