Sub: Relaxation of upper Age Limit by six years to candidates, who are residents of Assam, for recruitment to posts in Group ‘C’ and ‘D’ posts.
A copy of Notification No.15012/4/85-Estt(D), dated 30.09.1985, issued by the Ministry of Personnel and Training, Department of Personnel and Training, is sent herewith for necessary action in so far as its application mutatis mutandis to recruitment to Group ‘C’ and ‘D’ posts on your Railway is concerned.

NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 and clause (5) of Article 148 of the Constitution, and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules regulating the relaxation of age limit in favour of the residents of the State of Assam for appointment to public services namely:
1. Short title, commencement and duration:
(1) These rules may be called the Residents of Assam (Relaxation of Upper Age Limit) Rules, 1985.
(2) They shall come into force with effect from the date of their publication in the Official Gazette.
(3) They shall remain in force for a period of three years from the date of their publication.
2. Application:
These rules shall apply to all the Central Civil Services and posts, including the All India Services as defined in section 2 of the All India Services Act, 1951 (61 of 1951), recruitments to which are made through the Union Public Service Commission or the Staff Selection Commission as also recruitment to all Civil posts in the Central Government offices located in the State of Assam otherwise than through Union Public Service Commission or Staff Selection Commission.
3. Relaxation of upper age limit:
Wherever any recruitment to the services and posts referred to in rule 2 is made, a relaxation in the upper age limit upto a maximum of six years shall be admissible, to all persons who have ordinarily resided in the State of Assam during the period from the first day of January, 1980 to the fifteenth day of August, 1985.
Provided that the relaxation in the upper age limit for appearing at any examination shall be subject to the maximum number of chances permissible under the relevant rules.
4. Certificate regarding proof of residence:
Any person intending to avail of the relaxation of age limit admissible under rule 3 shall submit a certificate from:-
(a) the District Magistrate within whose jurisdiction he ordinarily resided
or
(b) any other authority designated in this behalf by the Government of Assam,
to the effect that he had been a resident of the State of Assam during the period from the first day of January, 1980 to the fifteenth day of August, 1985.
5. Interpretation:
If any question arises as to the interpretation of these rules, the same shall be decided by the Central Government.
6. Amendment of Recruitment Rules:
All rules regulating the recruitment of persons to Central Civil Services and posts including All India Services and the rules governing competitive examinations therefor shall be deemed to have been amended to the extent provided for in those rules.
