Promotion: From Class-III as Class-II – Record of Service

Sub: Promotion from Class-III to Class-II service – Awarding of marks against ‘Record of Service’.

Ref: This office letter of even number dated 19.09.1989.

It has been laid down in the orders contained in the Board’s letter referred to above that for promotion from Group ‘C’ to Group ‘B’, the Record of Service as reflected in the CRs for the preceding 5 years should be taken into account.

The Board desire to clarify that:-

(a) DPC should consider CRs for equal number of years in respect of all employees considered for promotion;

(b) If more than one CR has been written for a particular year, all CRs for the relent year shall be considered together as the CR for one year;

(c) Where one or more CR have not been written or are not available, the CRs of the earlier years including those earned in the lower grades may be taken into account to complete the requisite number of CRs required for assessment; and

(d) Where the employees are working in the next higher grades on officiating basis and have earned CRs in that grade, no extra weightage may be given on the ground that they are officiating in the higher grades.

    What will be the fate of a person who was promoted to Class II service after due selection in Railways projects though his lein is in Zonal Railways. Who has worked for 8 years continuously without break and retired in that position
