Restructuring: RBE No.222/1987 – Re-designation of Accounts Staff

Sub: Restructuring of Accounts staff – Promotion to grade Rs.2000-3200.

1. Reference Para 4 of this Ministry’s letter No.PC-IV/86-Imp/30, dated 18.06.1987 (RBE No.158/1987) on the above subject.

2. In this Ministry’s letter of even number dated 14.01.1987 (RBE No.04/1987) instructions were issued classifying the posts in grade Rs.2000-3200 as “non-selection” posts to be filled on the basis of seniority-cum-suitability and re-designating the same as Senior Section Officer (Accounts)/ Senior TIA/ Senior ISA. In continuation of these instructions Board have decided as under:- 

(i) The designation of staff in grade Rs.1200-2040 will be Junior Accounts Assistants and those in grade Rs.1400-2600 will be designated as Accounts Assistants. Staff in the grade of Rs.1200-2040 will be eligible for promotion to the higher grade after minimum three years of service in Rs.1200-2040 provided they have passed App.II-A examination.

(ii) The  orders  regarding  distribution of posts in the ratio of 80 : 20 in scales Rs.2000-3200 and Rs.1640-2900 vide Para 3(i) of this Ministry’s letter No.PC-IV/86-Imp/30, dated 18.06.1987 (RBE No.158/1987) will apply to those qualified Cost Accountants also who are occupying the posts of SO (Accounts) on regular basis, though nor qualified in Appendix-III examination. 

(iii)   The existing rules and orders in regard to reservation for SC/ST will continue to apply while filling up additional vacancies in the higher grades arising as a result of restructuring orders contained in Ministry’s letter No.PC-IV-86/Imp/30, dated 18.06.1987 (RBE No.158/1987).

(iv)   The eligible staff promoted will have their pay fixed under Rule 2018-B (FR 22C) R-II. 

(v)  Staff in the lower grade Rs.1640-2900 should have a minimum of three years service in that grade before they are considered eligible for promotion to higher grade of Rs.2000-3200 as Senior Section Officer (Accounts)/ Sr.TIA/ Sr.ISA as per normal procedure. This condition will apply for promotion of Cost Accountants also to scale Rs.2000-3200.

(vi)  While pinpointing of posts in grade Rs.1640-2900 and Rs.2000-3200 is left to the local Administrations with a view to allowing them flexibility in this regard, as far as possible routine nature of responsibility may be assigned to incumbents in the lower grade. 

(vii) Creation of posts in future wherever sanctioned as per the extant procedure, will be in the lower grade and distribution of posts in the prescribed ratio in these two grades will be done on the basis of half yearly reviews to be undertaken by the Railway Administrations etc. 

(viii)   As far as possible the ratio obtaining in the open line in these two grades should be followed in the construction also.
