Sub: Amendment to IREM.

The Ministry of Railways are pleased to direct that the Indian Railway Establishment Manual, Volume-I (Revised Edition 1989) may be amended as per Advance Correction Slip No.17, enclosed.

The following amendment may be made in para 171(6) of Section ‘B’ Sub-Section-III, Chapter-I of Indian Railway Establishment Manual, Volume-I (Revised Edition, 1989):    

Para 171: Substitute the following for Item (6):     

“The vacancies in the next higher grade of Section Officers (Accounts), Inspector of Stores Accounts (ISA) and Travelling Inspector of Accounts (TIA) in scale Rs.1640-2900 will be filled by promotion of Appendix-3 qualified Accounts Assistants in scale Rs.1400-2600 after they have put in a minimum of two years service in the grade (according to the group for which they opt). Whenever such Appendix-3 qualified Accounts Assistant become due for promotion, persons who might have passed in earlier examinations but who did not satisfy the condition of the minimum two years service in the immediate lower grade will also be eligible for promotion (according to the group for which they opt) direct from the grade in which they are working. However, if no junior is eligible for promotion because of non-fulfillment of condition of two years in the immediate lower grade, the seniors will wait for completion of requisite service.”
