RBE No. 98/2006: Safety Related Retirement Scheme

Sub: Safety Related Retirement Scheme – Drivers and Gangmen.
1. The Safety Related Retirement Scheme (SRRS) for the categories of Drivers and Gangmen has been introduced vide Board’s letter No.E(P&A)I-2001/RT-2(KW), dated 02.01.2004 (RBE No. 04/2004), as further amended vide Board’s letter of the same number dated 15.04.2005 (RBE No. 64/2005). It has, inter alia, been laid down under this Scheme that the cutoff date for reckoning the eligibility of a Railway employee for seeking retirement and appointment of his ward shall be 30th June, the last date for submission of requests shall be 31st July and the last date for withdrawal of such requests shall be 30th September of the respective year. The requests under the SRRS are thereafter to be processed by the Railways accordingly.
2. Recently, a case has come to the notice of the Board, wherein on a Railway, the processing of the request of an employee submitted during the calendar year 2004 has been delayed inordinately inasmuch as the written test of his ward seeking recruitment under the Scheme has been conducted in March, 2006. Consequently, the employee who was just below 57 years of age on the cutoff date for determining his eligibility had attained the age of 58 plus when the written examination of his ward was conducted by the Railway. Such inordinate delays in processing the cases under SRRS defeat the very objective of the Scheme. It is, therefore, desired that prompt action for conducting the written test(s), etc., should be taken so as to complete the process latest by December end of the year in which applications under the Scheme are invited by the Railways.

In this regard, it is also advised that during the discussion in the PNM Meeting held on 19/20.06.2006, NFIR requested the Board to give second chance to the wards of Railway employees who fail to qualify the written examination for appointment to the post of Gangman. With a view to popularize the Scheme, some of the Railways had also supported the proposal for affording the second chance to the wards of Railway employees who fail to qualify the written examination.
4. The issue has accordingly been examined by the Board and it has been decided that the candidates who fail to qualify the written examination may be given one more chance to qualify the suitability test, wherever such requests are received, subject to the condition that both Railway servant and his/her ward availing the benefit available under the Scheme continue to fulfill the eligibility conditions as on the date of the exam or 30th of June of the respective year, whichever is earlier.
5. Other terms and conditions of the Scheme as stipulated in Board’s letters referred to above, remain unchanged.
