RBE No. 282/1998: Promotion – Automatic Empanelment in Intermediate Grades

Sub: Automatic empanelment of staff in intermediate grade – Proforma promotion to skilled staff undergoing Apprenticeship/ Training on selection as Inter-Apprentice.

1.Pursuant to a demand raised by the Staff Side in DC-JCM, the question of grant of proforma promotion in the Intermediate Skilled grade to an Artisan in the skilled grade selected as Intermediate Apprentice for absorption as Chargeman ‘B’ (now Jr. Engineer Gr-II) in grade Rs.1400-2300(pre-revised)/ Rs.5000-8000 (revised) by the process of Limited Departmental Competitive Examination and undergoing Training/ Apprenticeship has been under consideration of the Ministry of Railways. 

2.After considering carefully the practice being followed by the Zonal Railways in this regard and the existing provisions relating to automatic empanelment, the Ministry of Railways have decided that the benefit of proforma promotion in the appropriate Intermediate Skilled grade may be allowed to skilled staff who are undergoing Training/ Apprenticeship prescribed for Intermediate Apprentices, subject to passing the prescribed trade test for which they may be called as per their seniority in the relevant skilled grade. Proforma promotion in such cases may be allowed with reference to the actual date of promotion of immediate junior. 

3.This also disposal of SC Railway’s letter No.P/Mech/694/Sangh/80/99, dated 24.12.1996 on the subject.
