RBE No. 39/2015: Disaster Management – Training to Front Line/On Board Staff

Sub: Training on Disaster Management for Front Line Staff.

On the recommendation of the High Level Committee on Disaster Management, Board had issued instructions vide Board’s letter No.E(MPP)2003/3/14, dated 24.01.2005 (RBE No. 12/2005) on the above subject.
Further, on the recommendations of the Committee constituted to finalize the syllabus & duration for training of trainers courses on the above subject, it has been decided that training of trainers course for First Medical Responders i.e. the Frontline/On Board Staff etc. will be held in collaboration with National Disaster Response Force (NDRF). The following staff would be covered:-

On Board Staff – TTEs, Guards, C&W Staff, Electric, S&T Staff etc.
Frontline Staff – Station Office, Parcel Office, Trackmen etc.
Staff of ART, Teaching Faculties on DM of ZRTIs, STCs etc.

In this connection, a tentative schedule for training of trainers for ‘Railway First Responders’ in prepared by NDRF. There is no training for these courses.
It has also been added that:

Instructor working in all the Training Centers & nominated Supervisors of ART/ARMV shall be covered under this four weeks programme.
All the Frontline Staff shall be trained for one week.
Nominated C&W Staff, ART/ARMV shall be trained for two weeks.

Railway may nominate suitable staff/ officers to attend these courses and must ensure that these training courses are conducted to the desired expectation.
Railway may also ensure that these courses are conducted regularly and may make efforts to continuously upgrade the training content to make it more meaningful and practical as per their requirement.
