RBE No. 24/1998: Engagement – Retired Employees

Sub: Engagement of retired employees on daily remuneration basis – Revision of rates.

1. Please refer to Railway Board’s letter No.E(NG)-II/94/RC-4/4 (N.F.Railway), dated 18.04.1995 (RBE No. 38/1995) fixing daily rates of remuneration for retired staff re-engaged on daily basis. After reviewing the matter in the light of the Vth Pay Commission’s revised scales of pay and taking all factors into account, Ministry of Railways have decided that the rates of daily allowance may be revised as under. These rates will be effective from the date of issue of the sanction:-

(i) For posts in grades (Rs.3050-4590 & 4000-6000) = Rs.85 per day.
(ii) For posts in grades (Rs.4500-7000 & 5000-8000) = Rs.115 per day.
(iii) For posts in grades (Rs.6500-10500 & 7450-11500) = Rs.170 per day.

2. As the Railway Administrations are aware, re-engagement of retired staff on daily rates should be made only in exceptional cases and that too for short periods and with the prior approval of this Ministry.
3. Thus, such arrangement may be resorted to in the rarest of the rare circumstances and such engagement in Ministerial categories need to be avoided to the extent possible. This action is only for rates. It should not be construed as a sanction for engagement or continued engagement of retired personnel. In no case retired personnel are to be engaged beyond 60 years.
4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
