Sub: Modified Assured Career Progression Scheme for the Railway Employees – Clarifications Regarding.

Please refer to Board’s letter of even number dated 10.06.2009 (RBE No. 101/2009) regarding MACP Scheme for Railway employees and subsequent amendments clarifications issued thereon from time to time.
References have been received seeking clarification as to whether the past service and promotions earned before medical de-categorization would be reckoned for the purpose of grant of financial up-gradation under MACP Scheme.
The matter has been examined in consultation with Department of Personnel & Training (DoP&T) the nodal department of Government on the subject and it has been decided that in cases where the persons are medically de-categorized and appointed to some other posts in lower pay scale/ Grade Pay for which they are suitable in terms of medical conditions past service may be counted towards MACP Scheme. Even where a person had earned one promotion/ financial up-gradation prior to medical de-categorization and is appointed to a lower post since the transfer is not on own volition there is no objection to counting of the past service including for the period he held a higher service on promotion for deciding three financial up-gradation under MACP Scheme.
This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

    Prior to 16.02.18, a employee of Railways, on medically de-categorised from Assistant Station Master in GP 2800/- and absorbed in alternative post is Sr clerk in GP 2800/-.

    Please clarify in terms of RBE No 99/2020 the employee is eligible for MACP 4200/-, 4600/-& 5400/- due to upgradation“As per RBE- 93/2016, Note-2 post of ASM (GP-2800/) has been upgraded to GP-4200
    w.e.f. 01.01.2016 and fitted in the revised pay matrix. Consequently, the designation of ASM has
    been abolished & post of ASM has been merged with post of SM (GP 4200/-) along with functions.

    purposes, have his past service treated as continuous with that in the alternative post.
