Sub: Modified Assured Career Progression Scheme for Railway employees – Clarification regarding.

1. Reference is invited to Board’s letter No.PC-V/2009/ACP/2, dated 10.06.2009 (RBE No. 101/2009) regarding introduction of Modified Assured Career Progression Scheme (MACPS) for Railway employees based on recommendations of 6th Central Pay Commission. DOP&T vide their OM No.35034/3/2010-Estt.(D), dated 03.08.2010 issued clarification regarding MACPS for the Central Government civilian employees. The same shall apply mutatis-mutandis on the Railways also.
2. This issues with the concurrence of Finance Directorate of Ministry of Railways.

OFFICE MEMORANDUM

Sub: Modified Assured Career Progression Scheme for the Central Government civilian employees – Clarification regarding.

1. The undersigned is directed to invite reference to the Department of Personnel & Training (DOP&T)’s Office Memorandum of even number dated 19th May, 2009 on the subject cited above. Consequent upon introduction of the Modified Assured Career Progression Scheme (MACPS), in view of para 14 of the Annexure-I of the Scheme, a number of proposals/ references seeking extension of the Scheme to Central Autonomous/ statutory Bodies under various Ministries/ Departments have been received by the Department of Expenditure. The Department of Expenditure has felt that keeping the large number of Central Autonomous/ Statutory Bodies in view, it would be appropriate to delegate the power the approving such proposals to the administrative Ministries/ Departments concerned. The Department of Expenditure has accordingly approved for extending the benefits of MACPS to the Central Autonomous/ Statutory Bodies under various Ministries/ Departments subject to them satisfying the following four conditions:-

(i) The earlier ACP Scheme was also implemented/ adopted by the said Autonomous/ Statutory Body,
(ii) The proposal to adopt MACP Scheme has been approved by the Governing Body/ Board of Directors,
(iii) The Administrative Ministry/ Finance Adviser of the Ministry has concurred with the proposal,
(iv) The financial implications of adoption of MACP Scheme have been taken into account by the Organization/ Body and the additional financial implications can be met by it within the existing Budget Grants.

2. As per the revised arrangement, the proposal shall be processed by the Financial Advisor concerned in the first instance and subject to it meeting the requirements spelt out at (i), (ii) and (iv) above, he would obtain the orders of the administrative Head/ Secretary concerned for approving the extension of MACPS to such a body.
3. Above is brought to the notice of all concerned Ministry/ Department in continuation of para 14 of Annexure-I of MACPS dated 19.05.2009.

    I have been appointed in pjaa in accounts dept. uder south eastern railway on 25.02.1992. I got ist macp in august 2008. In the year 07.09.2017 i have been promoted to sr. Isa without any financitbenefit. Even a spl pay that has been paid also stoped. Moreover on 01.08.2018 all of my batch mates got another macp in grade pay. Accordingly it stands that i have been laging behind one increment fro my brach mates for passing the appendix III examination. My basic pay on 01.07.2017=70000/-, on 07.09.2017 =70000/-, on 01.07.2018=rs. 72100/- on 01.07.2019=rs. 74300, on 01.07.2020=rs. 76500/- where as my subordinate joining on same date with me without passing qualification their basic pay on 01.07.2018=rs. 72100/-on 01.08.2018=74300/-, on 01.07.2019=rs. 76500/- on 01.07.2020=78800/-

    WHEN WILL BE 3RD MACP,IF STAFF JOIN ON 12/05/1996,HE GET PROMOTION FROM 13/05/1999,THEN 1ST MACP ON 13/05/2009,HE PROMTTED 01/07/2010,(ONLY DEGINATION).

      My appointment date 04/07/2001 in 1900 grade pay(3050)
      1rst macp GP 2000 in July 2011(level 3)
      1rst promotion GP 2400 in (without any benefit)20/03/2021(level 4)
      2nd Macp July 2021GP 2800(level 5)

      It is right 👍 or wrong please tell me

    when will be 1st MACP, If staff join on 02.08.2006, He got promotion on -15.12.2010. after he was transferred ( Inter railway own request transfer bottom seniority to lower post), when will be applicable to 1st MACP.

    I have been appointed in Traffic apprentice 4200 GP in SCR on 17.09.2005. I have promoted 4600 GP on 06.09.2009 from TNL TO CTNL. Then I have inter zonal transferred on bottom seniority (4200 GP) from SCR TO ECR on 14.09.2014. pl give GUIDELINE, Am I eligible for MACP in 2019.

    I have been appointed as Traffic apprentice 4200 GP in SCR on 17.09.2005. I have promoted 4600 GP on 06.09.2009 from TNL TO CTNL. Then I have inter zonal transferred on bottom seniority (4200 GP) from SCR TO ECR on 14.09.2014. pl give GUIDELINE, can I eligible for MACP in 2019 or not.
