IREC Rule No.1506: Consolidated Monthly Overtime Allowance

1506. Consolidated Monthly Overtime Allowance:-

In lieu of payment for actual overtime worked, staff referred to in Rule 1505 may, at the discretion of the General Manager, be granted a consolidated monthly allowance, if, due to the nature of their duties, they are generally required to work overtime for the greater part of the month and the calculation of actual overtime worked is either inconvenient or undesirable.

    Depressed pay character of running staff is the cause of running allowance in order to secure their legitimate pay. As per rule 914 of IREM, vol-2, minimum guaranteed kilometerage (MGK) allowance includes running allowance. But, perhaps, since 2013 or sometimes later, guards of NH- HQ of SDAH division of E.Rly are deprived of their legitimate MGK by a mere unauthorised withdrawal order by PCOM of E. Rly, from some sections where adequate kilometerage can not be earned by the guards within their stipulated duty hours, what is exclusively reserved for Hon’ble President of india, under rule 930 of IREM, vol-2, and he has not amended the above mentioned rule 914. Neither the PCOM, nor the SDAH divisional authority disclosed the fact that whether guards are getting adequate kilometerage within their stipulated duty hours. This is gross violation of rule 914 & 930, both of IREM, vol-2, as such needs to be investigated by Rly. board, because such violation is not essential practice by such high level officers of R. Rly and Hon’ble President of india be apprised of the fact of violations.
