IREC Rule No.1425: Allowances Admissible To RPF/RPSF Personnel

  1. Allowances Admissible To RPF/RPSF Personnel:- 

(1)   Ration Money Allowance Admissible To RPF/RPSF Personnel :

(a)   Non-gazetted personnel upto the rank of Inspector Grade-I (Scale Rs.6500-10500) are entitled to Ration Money Allowances at a rate fixed by the Ministry of Railways from time to time. 

Note: with the introduction of this Ration Money Allowance (w.e.f. 01.08.1997) Extra Duty Allowance for working more than 09 hours in a day as also the Ration subsidy, cease to be admissible.

(b)   During LAP, Ration Money is payable upto 120 days. It will be paid at full rates for the first 60 days and at half the rates, for the next 60 days.

(c)   RPF / RPSF personnel deployed on Internal Security Duty are entitled to Ration Money at full rates for a maximum period of 06 months only.

(d)   DELETED

Railway Board vide orders RBE No.17/2017, No.E(P&A)I-2005/ALL/RPF/2, 28.02.2017 has revised rates of Ration Money Allowance as under:

Sub: Revision in the rate of Ration Money Allowance, in respect of Non-gazetted RPF / RPSF personnel.

1.     In terms of Board’s letter of even number dated 19.06.2015 (RBE No.65/2015, No.E(P&A)I-2005/ALL/RPF/2), non-gazetted RPF / RPSF personnel were entitled for Ration Money Allowance at par  with Central Para Military Force (CPMF) / Central Armed Police  Force (CAPF) personnel i.e. @ Rs.95.52 per day / per head w.e.f. 01.04.2014.

2.     It has now been decided to revise the rate of Ration Money Allowance from existing rate of Rs.95.52 head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.

3.    Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.

4.    The other terms and conditions as stipulated in para 4 of Board’s letter of even number dated 10.06.2009 remain unchanged.

5.     This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

 

Consequent up on acceptance of 7th CPC recommendations uniform related allowances have been subsumed into a single Dress Allowance vide RBE No.141/2017, PC-VII/2017/I/7/5/7, 03.10.2017 as under:-

Sub: Implementation of the recommendations of the 7th Central Pay Commission – Dress Allowance.

1.    In terms of extant instructions, the Uniform – related allowances being paid to Railway employees as admissible included Kit Maintenance Allowance, Shoe Allowance, Uniform Allowance and Washing Allowance.

2.    Consequent to the decision taken by the Government on the recommendations of the 7th CPC, these   uniform-related allowances have   been subsumed into a single Dress Allowance. The President is pleased to approve payment of this Dress Allowance to the categories of employees and at the rates as listed below:

3.  With this notification of Dress Allowance, existing uniform related allowances,  including those for maintenance & washing of uniforms, will no longer be payable separately. Existing orders for payment of such separate uniform related allowances including Shoe Allowance therefore shall superseded.

4.  With the payment of this Dress Allowance, categories of staff who were earlier being provided Uniforms, will henceforth not be provided with Uniforms.

4.    The amount of Dress Allowance shall be credited to the salary of entitled employees directly once a year in the month of July.

5.    This allowance covers only the basic uniform of the employees. Any special clothing like the fluorescent clothing provided to Trackmen of Indian Railways will continue to be provided by this Ministry as per the existing norms.

6.    The rates of Dress Allowance will go up by 25% each time Dearness Allowance rises by 50%.

7.        These orders will take effect from 01.07.2017.

 (2)   Cash Compensation For Holidays / Closed Days – Allowances Admissible To RPF/RPSF Personnel:-

(a)   In the exigencies of public service, RPF / RPSF personnel are required to perform duty even on gazetted holidays / closed days / restricted holidays / National Holidays / weekly rest days / other holidays. Every effort should be made to grant compensatory holiday / rest in lieu of the holiday / rest foregone by the staff during the same week or within the next 30 days. It is only in emergent situation that weekly rest or compensatory rest / holiday for working on rest days or on gazetted holidays should be denied and the reasons therefore should be recorded by Company Commanders / Officer-in-charge of the post. The permission to staff for leaving station on rest days should invariably be granted, if asked for. The Security Officer / Assistant Security Officer will personally ensure this and issue suitable instructions to the Company commanders / Post In-charge.

(b)   The cash compensation is payable for each day the personnel actually work on holidays for which it is not possible to grant compensatory off as per sub-rule(a) above.

Note: The total amount of cash compensation in a Calendar year will not exceed one month’s salary comprising basic pay, special pay (if any) and dearness allowance.

(c)   RPF / RPSF personnel will not be entitled to National Holiday Allowance in addition, for performing duty on a National Holiday.

(d)   The term ‘holiday’ includes all the 16 public / gazetted holidays / Restricted holidays, weekly rest days (whether Sunday and any other day), 2nd Saturdays and 9 National Holidays for the purpose of Cash Compensation in lieu of attendance on these holidays.

(3)   Washing Allowance Admissible To RPF/RPSF Personnel:-

(A)   Non-gazetted Staff:

RPF / RPSF personnel may be granted Washing allowance at a rate fixed by the Ministry of Railways from time to time. With effect from 01.08.1997 Washing Allowance is payable @ of Rs. 30/- p.m.

(B)   Gazetted Officers:

Group ‘A’ officer of RPF / RPSF are entitled to the Uniform Allowance and Kit Maintenance Allowance as follows;

    KINDLY ARRANGE TO SEND 6 PC BUNCHING FIXATION REG. LETTER IF ANY ISSUED BY RLY BOARD OF RPF/RPSF /CT -PAY 8460 OF 3050 BUT 3125 TO 3425 IN WHICH TABLE BELONGING.THEY ARE ALSO FIXED AS 8460 ON 01-01-2006 OR OTHER WISE THEY WILL GET LESS PAY FROM DIRECT RECRUIT ON OR AFTER 01-01-2006 GETTING PAY RS-8460.
